Finance Manager

Job Summary

Financial Strategy and Leadership

• Lead financial planning, budgeting, forecasting, and financial management processes aligned with institutional priorities.
• Provide financial advice, analysis, recommendations, and risk assessments to senior management and governance committees.
• Develop and improve financial policies, procedures, systems, controls, and resource-use practices.
• Assess financial implications of strategies, partnerships, investments, proposals, and organizational growth opportunities.

Accounting, Reporting, and Treasury

• Oversee general and project accounting, ERP ledger integrity, journal entries, reconciliations, and period-end closing.
• Prepare annual financial statements in accordance with IFRS and complete applicable statutory, tax, VAT, and regulatory filings.
• Manage banking relationships, cash flow, funds management, foreign exchange exposure, disbursements, receivables, invoicing, and collections.
• Lead finance process digitalization, management dashboards, and ERP-based controls.

Budgeting and Analysis

• Manage annual budgets, guidelines, templates, consolidation, revisions, forecasts, and submissions.
• Work with budget holders and project leaders to prepare budgets and monitor performance.
• Provide financial analysis, forecasts, scenario planning, cost recovery models, and indirect cost rates.
• Prepare management accounts, budget-versus-actual analysis, dashboards, and corrective-action recommendations.

Grants and Donor Finance

• Oversee restricted and unrestricted funds in line with donor agreements and Center policy.
• Ensure compliance with donor and funding-partner financial and reporting requirements.
• Monitor grant budgets, expenditure, cash positions, cost eligibility, allocations, funding gaps, and financial exposure.
• Coordinate donor financial close-out, final reporting, reconciliations, asset clearance, and record retention.

Audit, Risk, and Internal Control

• Strengthen the internal control environment and financial risk management.
• Manage external, internal, donor, and project audits and ensure timely resolution of findings.
• Monitor liquidity, foreign exchange, donor, fraud, compliance, project, and financial sustainability risks.
• Promote fraud prevention, financial integrity, documentation, escalation, and compliance with laws and policies.

Team Leadership

• Lead, develop, mentor, and build the capacity of the finance team.
• Establish performance expectations, succession priorities, cross-training, and business continuity for critical processes.
• Provide financial guidance to regional and project offices where applicable.

Qualifications and Experience

• Professional accounting qualification such as CPA, CA, ACCA, or CMA with demonstrated IFRS reporting experience.
• Bachelor's degree in accounting, finance, business administration, commerce, or a related field.
• At least 10 years of progressively responsible finance experience, including at least 5 years in finance management or senior supervision.
• Experience with ERP financial systems, process automation, donor compliance, restricted funds, grants, audits, treasury, cost recovery, and finance team management.
• Strong verbal and written English communication skills. Desirable qualifications include Arabic, a master's degree, and relevant international research or development experience.
