  • Experience in food security, urban planning, complex industrial projects, legal services, with exposure to risk monitoring and control
  • Government or private sector experience, finance and credit experience, preferably
  • with exposure to risk testing and control, scenario analysis, risk monitoring, and key risk indicators.
  • Familiarity with all policies, procedures, systems and controls related to the field of risk management.
  • Ability to collect and analyze complex data and information that requires great attention to detail, from multiple sources, and provide valuable insights to support risk-based decisions.
  • Experience using information systems for review and reporting, such as Power BI
  • Good knowledge of MS Office applications, especially MS Excel and PowerPoint.
  • Effective communication skills, both written and oral, with the ability to communicate in a high manner with key stakeholders and fluency in spoken and written Arabic.
  • Assists in developing a risk awareness program and conducts training to ensure stakeholders understand risks, contribute to the risk management process and promote a risk-aware culture

Key Roles And Responsibilities

  • Supervising the adoption of the Enterprise Risk Management System in the Ministry the implementation and execution of the general framework for Enterprise Risk Management in line with international standards for risk management, in addition to the guidance manual issued by the State Audit Bureau in the State of Qatar
  • Supervising the Ministry’s preparation to obtain accreditation for international standards for Enterprise Risk Management.
  • Supervising the preparation of the annual report, annual plan and risk appetite, for direct approval by the Ministry’s senior management
  • Supervising the management of the business and projects of the Executive Risk Management Team for decision-making in the Ministry and supervising the work collaboratively with other risk team members and other risk leaders to provide data, analytical expertise and regulatory controls.
  • Supervising the preparation of periodic reports and ensuring timely updates.
  • Supervising the enhancement of governance and compliance with legislative and legal frameworks, controlling contractual obligations and improving the level of operations and services with all partners and stakeholders, by adopting the risk management system and integrating global best practices in the application of the risk management operations cycle within all specializations and tasks of the Ministry.
  • Oversee the ongoing development of the risk management program, including policies, procedures and risk registers, and manage relationships with all stakeholders to ensure that risks to legal, regulatory and contractual requirements related to the Ministry’s operations are identified to determine their potential impact on business objectives.
  • Oversee the development of the assessment and monitoring mechanism, incident investigation and reporting, and ongoing strategic and operational risk practices for the Ministry’s requirements
  • Oversee coordination with internal and external stakeholders in risk and compliance, services, and central functions of the Ministry to manage risks and mitigation plans.
  • Oversee the monitoring of key risk indicators, assessment of key risk and control data, preparation and development of reports, providing insight into emerging/key trends, and ensuring data is audited and escalated appropriately.
  • Oversee the provision of training and support to risk champions on their use of the framework’s processes and procedures, across the Ministry as required
  • Oversee risk representation at meetings, seminars, workshops and conferences as required
  • Oversee the preparation and development of the Business Continuity Management and Crisis and Disaster Management system at the Ministry level, including the development of ongoing policies, business impact analysis reports, standards, tools and business guidelines. Oversee the preparation and development of recovery strategies, continuity planning and incident management, develop and facilitate incident exercises at the Ministry level, and manage relationships with all stakeholders
  • Oversee the establishment of processes and practices that effectively ensure that the Ministry’s program remains up to date, integrates/aligns with international standards and practices as appropriate, and covers general regulatory requirements appropriately.
  • Oversee processes that support governance requirements as part of the Ministry’s operational business continuity framework
  • Provide guidance to designated stakeholders to ensure that their business continuity management processes are aligned with the Ministry-wide business continuity management program and are in line with international best practices, trends and quality standards
  • Ensures appropriate integration of requirements and information obtained from various sources; including regulators and external auditors.
  • Oversee other initiatives to achieve the Ministry’s resilience management agenda and the objectives set by the framework
  • Identifies legal, regulatory, contractual requirements, policies and regulatory standards related to the Ministry’s operations to determine their potential impact on business objectives.
  • Oversee the action plan activities necessary to enable the Ministry to manage crises as well as meet compliance requirements for business continuity plans.
  • Identify, document and test business needs against the Ministry’s assets and activities and identify recovery strategies and gaps.
  • Monitor key business impact analysis indicators, assess key control data, develop reports, provide insight into emerging/key trends, and ensure data is audited and escalated appropriately.
  • Work collaboratively with Business Continuity Leaders to provide data and analytical expertise on risks and controls
  • Provide training and support to Business Continuity Leaders on their use of the framework processes and procedures, across the Ministry as required
  • Represent Business Continuity at meetings, seminars, workshops and conferences as required Experience, Professional Qualifications & Criteria

Experience

:

✓ Experience in science, engineering, business administration or the same field.

Professional Memberships And Certifications

✓ ISO 31000 certified, COSO ERM, Sarbanes Oxley, GDPR

✓ Experience with Risk Management platforms
