Strategy and workforce planning

  • Develop and review Emiratisation strategy, workforce plans, milestones, accountabilities, and hiring, development, retention, and progression objectives.
  • Monitor targets, regulatory compliance, risks, and labour-market developments; recommend mitigations and advise senior leadership.
  • Establish an Emiratisation governance forum across HR, Talent Acquisition, Finance, and business leadership.
  • Analyse workforce needs and produce leadership dashboards, scorecards, reports, and data-led insights.

Talent and stakeholder initiatives

  • Build Emirati talent pipelines across graduate, early-career, and experienced-hire routes; partner with universities, colleges, government programmes, and external networks.
  • Represent the organisation at career fairs, university events, networking forums, and other talent initiatives.
  • Develop onboarding, learning, mentoring, coaching, succession, retention, and career-progression initiatives.
  • Coordinate government submissions, reporting, communications, meetings, audits, and follow-up with MOHRE, Nafis, Tasheel, and related stakeholders.
  • Promote the organisation as an employer of choice for Emiratis through success stories, testimonials, and case studies.

Qualifications and experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
  • Relevant experience in Emiratisation, HR, Talent Acquisition, workforce planning, or a related field.
  • Demonstrable experience leading Emiratisation or nationalisation strategy within an international organisation.
  • Knowledge of UAE Emiratisation requirements, employment legislation, and government programmes.
  • Experience engaging with MOHRE, Nafis, Tasheel, or related government stakeholders.
  • Experience with talent attraction, workforce planning, employee development, or retention; analytical skills in reporting and workforce insights.
  • Strong stakeholder-management, communication, and relationship-building skills.
  • A professional HR qualification or experience in a large or complex organisation is advantageous.

Working style

  • Collaborative, credible, professional, proactive, organised, commercially aware, inclusive, and discreet when handling confidential workforce information.
  • Able to manage multiple priorities and work across HR, Talent Acquisition, business, government, academic, and community stakeholders.
