Role overview

PMO setup and governance

• Assess client needs and maturity to define the PMO model and implementation roadmap.
• Establish the PMO vision, mandate, organizational structure, and operating model.
• Define project, programme, and portfolio governance requirements.
• Standardize project management methodologies, procedures, templates, and controls.
• Establish integrated planning, cost management, risk, change, reporting, and assurance processes.
• Provide executives with reliable performance information and early warnings.
• Establish a scalable PMO for the organization's current and future project portfolio.

Mobilization deliverables

• Prepare or oversee the PMO charter, vision and objectives, operating model, organization structure, and mobilization plan.
• Prepare or oversee the governance map, decision rights matrix, project and programme classification model, and PMO gap analysis.

Management framework deliverables

• Prepare or oversee the project management framework, stage-gate framework, and project execution plan template.
• Prepare or oversee cost management, risk and opportunity management, and change-control procedures.
• Prepare or oversee reporting and dashboarding standards and project closure and benefits-realization procedures.

Required skills and experience

• Bachelor's degree in Engineering or a related discipline from a recognized university.
• At least 20 years of professional experience.
• Proven experience in infrastructure, master planning, and road design management.
• Proven experience working within or establishing a PMO.
• Experience on Middle East projects is preferred.
• Arabic speakers are preferred because the role involves regular interaction with government stakeholders.
