Overview

Key Responsibilities

• Lead and manage cost planning initiatives to ensure accurate and timely cost estimates and budgets
• Coordinate with project management, procurement, finance, and engineering teams to align cost planning with project goals
• Develop and maintain cost control procedures and tools that enhance financial discipline
• Provide strategic advice on cost risks, opportunities, and optimization measures
• Prepare detailed reports and presentations for senior management and key stakeholders
• Stay abreast of industry trends and incorporate innovative cost management practices
• Manage relationships with external consultants and contractors related to cost planning activities
• Ensure compliance with regulatory requirements and internal policies

Requirements

• Bachelor's degree in Quantity Surveying, Construction Management, Engineering, Finance or related discipline; a Master's degree or relevant professional certification (e.g., RICS, PMP) is preferred
• At least 12 years of progressive experience in cost planning, cost control, or related commercial roles, preferably within large-scale construction or infrastructure projects
• Proven leadership experience managing teams and complex projects
• Strong analytical skills with proficiency in cost estimation and financial modeling tools
• Excellent communication and stakeholder management capabilities
• Experience working within the Middle East market or with regional projects is advantageous
• Professional certifications such as RICS, CIMA, or PMP are highly desirable
