Location: Dubai

Salary: 60,000 AED (Basic 30%) + Education Allowance (26,500 per child per annum, upto 3 kids) + Annual Tickets & Medical Insurance for self & family + Family Status + Excellent Annual Bonus

Summary

Provide support on all development management matters and coordinate with various technical departments heads and external agencies in matters relating to design, development, market trends, brand creation and technology. Define and implement 'best in class' development management standards, processes and procedures. Work closely and provide regular updates on the status of various developments and promptly bring to the attention of any delays and issues that could not be resolved without top management intervention. To lead and direct the commercial functions of the Projects Development Department by managing project feasibility, budgeting, contracts, cost control, risk management, and commercial strategy, ensuring successful delivery of development projects while safeguarding the organization’s commercial interests and achieving financial, contractual, and strategic objectives. Monitor & support the process objective statements, timely delivery of projects design by effectively co-ordinating efforts of all concerned and assign resources to ensure quality, compliance to specifications and regulations in time & within budget with the best of ethics and work practices including avoiding any liability to the Employer.

Commercial Management

  • Develop and implement commercial strategies aligned with company objectives and project development plans.
  • Lead all commercial aspects of development projects from feasibility stage to project closeout.
  • Ensure effective cost planning, budgeting, forecasting, and financial control of projects.
  • Monitor project profitability, cost performance, cash flow, and commercial compliance.

Project Development & Feasibility

  • Participate in project feasibility studies, financial modelling, market assessments, and investment evaluations.
  • Review project CAPEX, OPEX, return on investment (ROI), and business case assessments.
  • Support project acquisition, development, and investment decisions.

Contracts Management

  • Lead contract negotiations, payments terms, Variations.
  • Review and approve commercial terms, agreements, variations, claims, and contractual documentation.
  • Ensure contracts are managed in accordance with company policies and legal requirements.

Cost Control & Financial Oversight

  • Establish project cost control systems and commercial reporting frameworks.
  • Approve budgets, cost plans, payment applications, forecasts, and change management processes.
  • Monitor project expenditure against approved budgets.
  • Ensure accurate financial reporting and cost analysis.

Risk & Claims Management

  • Identify commercial, contractual, and financial risks affecting projects.
  • Develop mitigation plans and risk management strategies.
  • Manage claims, disputes, variations, extensions of time, and contractual negotiations.

Stakeholder Management

  • Lead high-level commercial negotiations and strategic commercial discussions.
  • Present commercial reports and recommendations to executive management.

Leadership & Team Management

  • Establish performance objectives and conduct team evaluations.
  • Promote continuous improvement, governance, and best commercial practices.

Compliance & Governance

  • Ensure compliance with company policies, contractual obligations, industry regulations, and applicable laws.
  • Maintain proper commercial records, approvals, audits, and reporting procedures.

Education

Bachelor’s Degree in any of the following:

Quantity Surveying or Construction Management or Civil or Architecture or Project Management or Finance or Commercial Management or Business Administration

Preference

MBA or Master’s Degree in Construction Law or Commercial Management or Project Management

Professional Certifications Required

MRICS – Member of Royal Institution of Chartered Surveyors

CPCM – Certified Professional Contracts Manager

CIArb – Chartered Institute of Arbitrators (Optional)

Risk / Claims / Contract Management Certifications Required:

Experience Required

Minimum 12 – 18 years of relevant experience in commercial, contracts, project development, or construction management.

Minimum 5 – 8 years in a senior management/director role.

Strong experience in real estate development, construction projects, or mixed-use developments.

Extensive knowledge of FIDIC contracts, cost control, budgeting, and project commercial management.
