Must-have qualifications

• Experience leading business analysis for large, complex digital or I&IT initiatives.
• Experience eliciting, documenting, validating, and managing business, functional, non-functional, data, and reporting requirements.
• Experience developing process models, use cases, user stories, acceptance criteria, data requirements, and traceability matrices.
• Experience facilitating workshops with business, policy, operational, legal, privacy, security, and technology stakeholders.
• Experience analyzing current processes and designing improved future-state processes.
• Experience supporting backlogs, prioritization, sprint planning, testing, and implementation.
• Experience identifying gaps, assumptions, constraints, dependencies, risks, and impacts.
• Experience supporting privacy assessments and documenting personal-information flows and business uses.
• Experience supporting UX research and design; working with government registries; and preparing executive-level materials.
• Experience with vendor-based solutions, including defining requirements, assessing solution fit, and supporting implementation.
• Experience working with policy teams to translate legislative, regulatory, and policy changes into business and solution requirements.

Additional qualification

• Prior OPS or public-sector experience is nice to have.
• Strong analytical, problem-solving, decision-making, verbal and written communication, interpersonal, negotiation, facilitation, and presentation skills.
• Team-oriented, able to meet deadlines, and able to translate between business and technical audiences.

Business analysis duties

• Provide business-analysis services for clients with diverse business and technology needs.
• Gather, document, and analyze business needs and requirements with stakeholders and subject-matter experts.
• Lead analysis to assess business problems and opportunities and define requirements for I&IT solutions.
• Apply re-engineering concepts to improve services through alternative, cost-effective delivery approaches.
• Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business I&IT initiatives.
• Create requirements-gathering processes using workshops, interviews, and mockups.
• Develop business, use-case, conceptual and logical data, process, and data-flow models; define business rules and non-functional requirements.
• Monitor progress, resolve problems, and report to I&IT management and stakeholders.
• Develop performance measures and traceability matrices and conduct follow-up.

Delivery activities

• Plan and lead requirements elicitation, analysis, validation, and traceability activities throughout delivery.
• Support backlog refinement and prioritization, testing, defect resolution, and implementation readiness.
• Coordinate business input into user experience, privacy, security, architecture, data, and testing work.
• Prepare decision materials, presentations, reports, and recommendations for senior stakeholders.
