About the Role
The Business Development Manager - Public Sector will play an integral role in Ollen's public sector growth in Saudi Arabia.
The role is focused on identifying, developing, and converting new opportunities with government entities, semi-government organizations, authorities, ministries, commissions, public investment ecosystems, national programs, economic development bodies, and public-private initiatives.
This is a relationship-led and institutionally focused role.
We are looking for someone with strong public sector access, stakeholder maturity, and the ability to position Ollen's integrated strategy, design, and execution capabilities to senior government and semi-government decision-makers.
Tasks & Responsibilities
- Develop and manage a qualified pipeline of new public and semi-public sector opportunities across Saudi Arabia.
- Leverage existing relationships with senior stakeholders, advisors, program owners, procurement teams, PMOs, transformation offices, and public sector decision-makers.
- Identify client needs where Ollen can support through research, strategy, growth planning, customer experience, brand and destination concepts, retail and commercial environments, digital platforms, project coordination, execution supervision, or economic development support.
- Open senior-level conversations and position Ollen as a practical partner for entities seeking transformation, service improvement, destination development, citizen/customer experience enhancement, or implementation readiness.
- Track relevant public sector initiatives, direct-award possibilities, RFPs, framework agreements, procurement channels, and partnership opportunities.
- Coordinate with Ollen's leadership and delivery teams to shape relevant proposals, scopes of work, credentials, capability statements, and commercial offers.
- Own the business development cycle from target identification, stakeholder mapping, outreach, relationship development, opportunity qualification, proposal coordination, negotiation support, and handover to delivery.
- Maintain accurate pipeline tracking, opportunity status, stakeholder notes, procurement timelines, revenue forecasts, and next-step actions.
- Represent Ollen professionally in senior meetings, government introductions, sector events, market discussions, and strategic conversations.
- Support Ollen in understanding the Saudi public sector landscape, including key entities, active programs, decision-makers, procurement routes, competitors, and market opportunities.

- Ministries, authorities, commissions, and government agencies.
- Semi-government entities and government-owned companies.
- PIF-related companies, national champions, and portfolio ecosystems.
- Municipalities, regional development authorities, and destination development programs.
- Economic development, sector development, tourism, culture, entertainment, retail, agriculture, industry, infrastructure, and investment-related programs.
- Public-private partnership platforms and national transformation initiatives.
- Entities seeking market studies, strategy, customer experience improvement, brand or destination development, service model enhancement, implementation support, or economic impact planning.
Experience Required
- Minimum 5-7 years of business development, government relations, strategic partnerships, consulting sales, public sector advisory, institutional account development, or client acquisition experience.
- Strong existing network across Saudi public sector, semi-government, national program, or public investment ecosystems.
- Proven ability to develop senior relationships with government stakeholders, advisors, executives, procurement teams, transformation leaders, PMO leaders, or program owners.
- Experience selling or developing professional services, consulting, strategy, design, customer experience, project management, communications, economic development, or transformation-related work.
- Clear understanding of how public sector opportunities are identified, shaped, qualified, procured, and awarded in Saudi Arabia.
- Ability to navigate complex stakeholder environments, longer decision cycles, and formal procurement requirements.
- Strong commercial judgment and ability to distinguish real opportunities from general networking discussions.
- Excellent communication, presentation, proposal coordination, and relationship-building skills.
- Fluency in Arabic and English is strongly preferred.
- Strong understanding of Saudi Vision 2030 priorities, public sector culture, and government decision-making dynamics.
- Proficiency in using AI tools across the ecosystem is a plus.
- Bachelor's degree required; business, public policy, economics, marketing, strategy, engineering, or related fields preferred.
