Key Responsibilities
- Manage environmental compliance for bridge construction and rehabilitation projects, including hazardous materials, contaminated sites, stormwater, wastewater, dredging, and in-water construction activities.
- Coordinate with local, state, and federal regulatory agencies on permits, environmental reviews, remediation, and mitigation plans.
- Oversee environmental assessments and regulatory reviews, including Phase 1/11 ESAs, NEPA, SEQRA, CEQRA, and ULURP processes.
- Lead stormwater management and MS4 compliance, including SWPPP review, erosion control, inspections, and documentation.
- Conduct site inspections, monitor contractor compliance, and represent the agency at project meetings and public stakeholder engagements.
- Manage hazardous waste, chemical inventories, wastewater discharge permits, environmental reporting, and facility compliance.
- Implement agency environmental policies, standard operating procedures, and compliance programs across bridge facilities.
- Administer environmental consultant contracts, budgets, change orders, and payment processing while overseeing bridge coating inspections and environmental remediation efforts.
- Prepare technical reports, regulatory interpretations, and provide solutions to complex environmental compliance and remediation challenges.
- A bachelor's degree in civil or environmental engineering, a NYS Professional Engineer License and 10 years of experience in handling complex and challenging environmental issue during design and construction of bridges or heavy civil project work. The candidate must have at least five years of supervisory experience guiding the staff in engineering and technical aspects.
- 40-Hour OSHA, HAZWOPER and SSPC/AMPP C3/C5 Certifications

Qualifications
- A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
