Project delivery

• Accountable for project scope, programme, cost, quality, safety, and sustainability outcomes.
• Direct multidisciplinary teams delivering roads, drainage, sewerage, water, irrigation, power, district cooling, telecommunications, and civil works.
• Maintain integrated schedules, budgets, cash-flow forecasts, risk registers, dashboards, and recovery actions.
• Oversee technical reviews, constructability, value engineering, interfaces, design changes, procurement, contracts, and commercial close-out.

Authority approvals and governance

• Plan and secure authority submissions, NOCs, permits, clearances, inspections, utility connections, and completion certificates.
• Coordinate with RTA, DEWA, Dubai Municipality, DDA/Trakhees, Civil Defence, telecommunications operators, and other approving bodies.
• Track approval cycles, fees, undertakings, dependencies, comments, and close-out records; incorporate authority conditions into project delivery.

Leadership and reporting

• Ensure compliance with drawings, specifications, contracts, authority requirements, and quality, health, safety, and environmental standards.
• Chair project and progress reviews, report risks and financial exposure, coordinate infrastructure readiness, resolve critical issues, and coach project team members.

Qualifications and experience

• Bachelor’s degree in Civil Engineering or a closely related engineering discipline from a recognized university.
• At least 12 years of progressive infrastructure delivery experience, including at least five years in senior project management or leadership.
• Experience delivering large-scale roads, utilities, and master-development projects through design, procurement, construction, commissioning, and handover.
• Strong knowledge of infrastructure standards, contract administration, project controls, and Dubai authority approvals.
• Professional engineering registration and/or PMP, PRINCE2, or equivalent project management certification is preferred.
• Substantial UAE experience and practical knowledge of Dubai authorities and utility providers are preferred.
