About This Role
Overview
The Procurement Division is responsible for managing the end-to-end procurement of all goods, services, and works required to support real estate projects and developments across Expo City.
This includes the preparation and execution of competitive tender processes, evaluation and selection of vendors and contractors, negotiation and award of contracts, and governance of procurement activities in alignment with Expo City Dubai policies and strategic objectives.
The division also oversees strategic material sourcing by conducting comprehensive market research, benchmarking pricing, and leveraging market intelligence to secure high-quality materials and services at competitive rates.
The purpose of this role is to assist in managing the procurement activities required to deliver Expo City vision, development and implementation of policies and processes, converting the business direction into realised procurement strategies in order to support in meeting Expo City business needs whilst maintaining cost efficiency and ensuring corporate governance is adhered to.
The main responsibilities for this role include:
Strategic Responsibilities
- Contribute to the development and implementation of the Procurement department strategy by cascading it to action plans to ensure alignment to Expo City overall strategy
- Assist in defining the short, medium and long-term goals and objectives for the function and agree with head of function / line manager
- Assist line manager in preparing yearly procurement activities and budgets
- Assist and monitoring KPI’s for Procurement
Operational Responsibilities
- Manage the day-to-day operations of procurement function providing some guidance in the related area, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards.
- Assist in implementing the procurement strategy document for key projects, report progress on weekly basis.
- Support sourcing strategies for materials and manage/finalize framework agreements to ensure cost efficiency and compliance.
- Explore the new Contractors/Suppliers in the market to improve company supply chain.
- Conduct market analysis and supplier benchmarking.
- Update the tender event schedule and procurement process including procurement scheduling activities
- Manage your assigned tender packages including uploading of full tender document on ERP system, issuance of tender, coordination of tender queries, negotiation, evaluation and recommendation report and contract execution of the award contract
- Follow-up with the bidders/ suppliers / consultants and contractors.
- Arrange site visits, pre-bid meetings and tender interviews.
- Arrange the technical workshops with the design team, consultant and contractor and minute / share and follow-up on the outcome.
- Assist the procurement team on issuance of RFQ/RFP/EOI request email.
- Keep record of issued documents by updating the RFP / Contract Document Register.
- Work on the unit rates from the 1st principal, benchmarking the unit rates with the help of subcontractor rates.
- Lead the material procurement and subcontractor procurement process for nominated subcontractor / supplier.
- Maintain the trackers for ongoing tenders / RFPs with the timeline.
- Maintain rate data base for completed tenders and ongoing tenders.
- Ensure and manage the tender of assigned packages to ensure cost saving initiatives are achieved and Expo City gets best value for each dirham spend
- Assist and identify value engineering options if required
- Generate tender reports and manage the awarded contract creation, execution and analysis for while minimizing risk
- Maintain and regularly update qualified business suppliers’ database, in line with Expo City business needs, to ensure data on suppliers is easily stored, accessed and retrieved
- Establish and maintain productive relationships with key stakeholders to ensure engagement in all activities and support for procurement strategy
- Lead and maintain a full vender database of pre-qualified vendors
- Ensure corporate governance is being adhered to at all times
People Responsibilities
- Maintain effective relationships with all internal and external stakeholders.
- Providing effective communication to direct line managers
- Embed the culture and vision of Expo City into the Contracts function through performance management, feedback and coaching
- Knowledge, Qualifications and Skills required:
Essential
- 4+ years of relevant experience as well as:
- Civil / Mechanical / Electrical Engineering Degree qualified, preferable in a relevant field
- Memberships in professional societies/organizations – MRICS / MCIPS will be a plus but not mandatory
- Knowledge of principles, methods and practices related to procurement in construction and real estate development.
- Experience on residential projects such as Villas, Townhouses, G+14 buildings.
- Technical knowledge of the range of procurement categories, contractors and consultants within the region
- Commercial analysis skills and number-oriented mindset.
- Experience of procurement practices and routes in construction
- Knowledge of contractual terms and conditions – consultants and FIDIC agreements
- Knowledge of supply chain in the UAE and market survey/analysis
Desirable
- Knowledge of ERP Systems such as Oracle and SAP
- Knowledge of FIDIC contract terms and conditions
