Overview
Elegancia Contracting and Industries is seeking a seasoned Workforce Analyst / Data Analyst to join our group-level HR and operations team.
This is a pivotal role with cross-entity visibility across our diversified portfolio, responsible for driving evidence-based workforce strategy and ensuring full regulatory compliance across all subsidiaries.
Workforce Planning & Analytics
- Develop and maintain workforce planning models across all business units within the holding group
- Analyze headcount data, turnover trends, and staffing gaps to support leadership decision-making
- Design and produce periodic workforce reports, dashboards, and KPI scorecards
- Forecast short- and long-term manpower requirements aligned with business strategy
- Collaborate with HR Business Partners and department heads to assess talent pipeline health
Compliance Analysis & Policy Auditing
- Monitor and analyze compliance with Qatar Labour Law, Wage Protection System (WPS), and relevant GCC labor regulations
- Conduct internal HR policy audits and identify gaps between current practices and regulatory requirements
- Prepare compliance reports and present findings to senior management and Group HR leadership
- Support external audits by preparing data packs, documentation, and analytical summaries
- Recommend corrective actions and track resolution of audit findings
Data Management & Reporting
- Manage and cleanse workforce datasets from HRIS and ERP systems to ensure data integrity
- Build automated reporting tools and interactive dashboards using Power BI, Excel, or equivalent platforms
- Analyze HR metrics including attrition, absenteeism, cost-per-hire, time-to-fill, and diversity ratios
- Prepare executive-level presentations translating complex data into clear insights and recommendations
Cross-Functional Collaboration
- Act as the data interface between HR, Finance, Legal, and Operations functions within the holding group
- Support M&A due diligence activities by providing workforce analysis for acquired or target entities
- Participate in HR transformation and digital initiatives as the analytics subject matter expert
Education
- Bachelor's degree in Human Resources, Business Administration, Statistics, Data Science, or a related field
- Master's degree or professional HR/analytics certification (e.g., CIPD, SHRM, HRCI) is a strong advantage
Experience
- **Minimum 5 years of progressive experience in workforce analytics or data analysis**
- **Experience must include direct exposure to holding company or multi-entity group structures**
- Proven track record in workforce planning, compliance analysis, and HR audit functions
- Prior experience working in Qatar and/or GCC countries is required
Technical Skills
- Advanced proficiency in Microsoft Excel (pivot tables, Power Query, complex formulas)
- **Experience with Power BI, Tableau, or similar BI/visualization tools**
- **Familiarity with HRIS/ERP systems (SAP, Oracle HCM, or equivalent)**
- Strong command of data modeling, statistical analysis, and report automation
- Working knowledge of Wage Protection System (WPS) and MOL Qatar systems is a plus
Soft Skills & Attributes
- High degree of analytical thinking with attention to detail and data accuracy
- Strong accountability mindset — owns deliverables end-to-end
- Excellent written and verbal communication skills in English; Arabic is advantageous
- Ability to manage multiple priorities in a fast-paced, complex organizational environment
- Discreet, professional, and capable of handling sensitive workforce data
Preferred Profile
Candidates currently residing in Qatar with valid QID and NOC are strongly preferred.
Candidates with GCC experience who can demonstrate familiarity with Qatar's labor regulatory framework, Qatarization/Nitaqat guidelines, and multi-sector holding group environments will be given priority consideration.
