Role and client context

ITSEC is building a Virtual Executive Services practice serving regulated financial institutions, FinTechs, virtual asset businesses, and other high-compliance organizations.

The vCTO provides strategic technology leadership, governance, and oversight to clients that may not maintain a full-time CTO internally.

This is a senior, client-facing role involving CEOs, Boards, Compliance Officers, regulators, auditors, engineering teams, vendors, and technology stakeholders.

Relevant engagements may involve VARA, DFSA/DIFC, ADGM/FSRA, and CBUAE-related requirements.

Strategy, architecture, and governance

  • Develop and oversee client technology strategies and roadmaps aligned with business and regulatory objectives.
  • Define technology architecture, governance frameworks, structures, and operating models.
  • Provide strategic oversight of cloud, infrastructure, applications, and platform architecture.
  • Identify, assess, and oversee technology risk; establish Secure SDLC and DevSecOps governance.
  • Oversee API, integration, and third-party architecture.

Resilience, vendors, and regulatory readiness

  • Develop and oversee business continuity, technology resilience, and availability strategies.
  • Evaluate technology vendors and govern external technology providers.
  • Develop and maintain technology policies, standards, and procedures.
  • Lead technical due diligence and support technology readiness for regulatory requirements, licensing, and inspections.
  • Set roadmaps, priorities, and budget requirements; oversee engineering teams and external technology providers.
  • Prepare technology reporting for Boards, executives, and senior management.

Experience and qualifications

  • Requires 10+ years of relevant technology or IT experience and prior service as a CTO, Head of Technology, Head of Engineering, or equivalent senior technology leader.
  • Requires strong technology strategy, architecture, governance, cloud, infrastructure, application, and technology risk experience.
  • Requires Secure SDLC and/or DevSecOps governance experience and experience working with regulated organizations.
  • Requires strong governance, documentation, policy, and standards capabilities and experience with senior stakeholders.
  • Requires ability to manage multiple client engagements and priorities, executive communication and presentation skills, commercial awareness, and a solution-oriented mindset.
  • Financial services, FinTech, payments, digital assets, banking, or other regulated technology experience is highly valued; UAE/GCC regulatory exposure is a major advantage.
  • TOGAF, AWS, Azure, or other relevant technology certifications may be advantageous.

Location and engagement model

  • Dubai/UAE is preferred; exceptional international candidates may also be considered.
  • Full-time, fractional, and specialist engagement models may be available depending on experience and client requirements.
