Enterprise Strategy and Organizational Leadership

Own the enterprise applications strategy, multiyear roadmap, and operating model in alignment with the CDIO’s enterprise priorities.

Define decision rights and accountability within application management, product ownership, and quality assurance, in alignment with the enterprise governance established by the CDIO and the IT PMO and Strategy Office.

Build, lead, and develop the organization; establish performance expectations, succession plans, and workforce strategies for employees and external partners.

Own budgets and resource plans for the assigned portfolio, partnering with Finance to manage forecasts, investment decisions, and financial performance.

Enterprise Applications and Product Management

  • Own application strategy and lifecycle management across assigned clinical, business, and shared services platforms, from selection and implementation through support, optimization, and retirement.
  • Establish an application inventory, accountable business sponsors and product owners, and prioritized roadmaps that address business value, usability, cost, and risk.
  • Build business relationship management practices that translate clinical and operational needs into clear requirements, priorities, and acceptance criteria.
  • Measure adoption, workflow effectiveness, user experience, and business outcomes; use these findings to guide continuous improvement and application rationalization.

IT Priority Alignment and Portfolio Collaboration

Partner with the CDIO and the IT PMO and Strategy Office to ensure alignment across IT priorities, investment decisions, sequencing, and resource capacity. The office reports directly to the CDIO and retains responsibility for enterprise portfolio governance.

Maintain the applications roadmap and coordinate with the IT PMO and Strategy Office to incorporate milestones, dependencies, capacity needs, financial commitments, and risks into the integrated enterprise IT portfolio.

Apply enterprise project and program governance within the VP’s assigned portfolio, collaborating with the IT PMO and Strategy Office on scope and change control, issue escalation, delivery reporting, and benefits realization.

Provide application delivery, budget, outcome, and risk updates to the CDIO and the IT PMO and Strategy Office. Jointly assess competing IT priorities with the CDIO and recommend tradeoffs for enterprise decisions.

Quality Assurance and Release Readiness (Interim)

Lead the Quality Assurance function on an interim basis through the Director of Quality Assurance, including test strategy, test automation, and release quality standards for assigned platforms.

Establish quality gates, acceptance criteria, and defect management practices for internally developed and vendor-developed software.

Coordinate with Product Engineering on integrations, release management, technical debt, and application reliability. Product Engineering retains ownership of software engineering and technical delivery.

Partner with Product Engineering, Security, and Infrastructure on design reviews and release controls; coordinate data standards with Data, Analytics & AI.

Clinical Platform Delivery and Operational Readiness

Provide executive ownership of delivery and ongoing performance for Luminate 2.0/AaNeel, Skedulo, Luminate Heritage, and other platforms assigned by the CDIO.

Partner with Clinical Informatics, clinical leaders, and operational teams to validate workflows, assess patient safety implications, and document acceptance and deployment readiness.

Establish evidence-based release and expansion criteria; present go/no-go recommendations with unresolved risks and accountable remediation owners.

Ensure effective training, adoption, stabilization, support transitions, and ongoing service ownership in partnership with business and technology teams.

Service Performance and Vendor Accountability

Own service performance for the assigned application portfolio, including support models, service levels, major incident escalation, root cause resolution, and recurring problem management.

Partner with Infrastructure and Security on recovery readiness, continuity exercises, access controls, and remediation of application risks.

Manage vendor performance against contractual obligations, delivery milestones, acceptance criteria, service levels, and remediation commitments.

Lead commercial planning for the portfolio and partner with the CDIO, Legal, Finance, and Procurement on sourcing, negotiations, renewals, and cost optimization within approved authority.

Educational and Experience Requirements

  • Bachelor's degree in information technology, computer science, engineering, business administration, or a related field, or an equivalent combination of education and relevant experience.
  • At least 12 years of progressive experience in enterprise applications, technology delivery, product management, or engineering, including at least five years leading multiple teams or leaders at a director level or above.

  • Experience partnering with an enterprise PMO or strategy office on portfolio governance, resource planning, investment prioritization, and executive reporting while retaining accountability for assigned application outcomes.
  • Experience managing budgets, complex vendor relationships, and geographically distributed teams of employees and external partners.
  • Experience delivering technology in healthcare or another highly regulated environment, including collaboration with security, privacy, and compliance leaders.

Required Skills and Abilities

  • Ability to translate clinical and business priorities into actionable roadmaps, accountable delivery plans, and measurable outcomes.
  • Strong technical judgment to challenge solution designs, investigate delivery and reliability risks, and inform engineering decisions.
  • Ability to build and develop leaders, establish cross-functional accountability, and manage organizational change.
  • Strong financial, commercial, communication, and negotiation skills, including the ability to present tradeoffs and recommendations to executive leadership.
