  • Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
  • The EU Delegation to the United Arab Emirates works in close coordination with the Embassies and Consulates of the 27 EU Member States.
  • We are a fully-fledged diplomatic mission and represent the European Union in dealings with the UAE government in areas that are part of the EU’s remit.

  • The post of Accounting Clerk (Local Agent Job Profile of Group III) in the Delegation’s Administration Section under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations.
  • The team consists of 5 people and there are occasional atypical working hours.
  • Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs.
  • The successful candidate
  • will serve under the supervision and responsibility
  • of the Head of Administration Section, providing support, expertise and assistance in accounting and administrative matters.
  • Following Main Tasks And Duties Are Currently Required
  • Overall accounting and administrative assistance in the Administration section, in collaboration with the accounting assistant;
  • Act as initiating agent in the Delegation’s financial management system: reception and verification of incoming invoices and internal requests for payment, check against related documentation (contracts, purchase orders, order forms, internal documents, etc.)
  • Register commercial invoices, internal documents or credit notes in the Accrual Based Accounting financial system and ensure payment within the deadline, in accordance with the EU Financial Regulation
  • Maintain the financial database and ensure the approval of contractors in the financial system (Legal Entities, Bank Account, Financial Identification of contractors and members of staff)
  • Encode the requests, commitments and de-commitments in the budget forecast software, in the accounting system and in the mission management software
  • Assist in management of the petty cash
  • Back-up and/or assist the accounting assistant in case of absence or high workload
  • Assist in the follow up, adjustment and verification of the administrative budget execution in compliance with the financial regulations
  • Track and report on contract expirations, renewals, and amendments to ensure proactive management.
  • Assist with the preparation of the closure / reconciliation / monthly reporting
  • Assist in the preparation of the monthly payroll for local agents (including the calculation of overtime, salary arrears, etc.) and in the management of rights and obligations of expatriate staff (e.g., removals, temporary accommodation, etc.)
  • Prepare files for "ex-post control" requests
  • Calculate mission costs estimates and assist in verification of mission claims and representation expenses
  • Assist with procurement procedures: prepare purchase orders and order forms, upload contracts in the dedicated platform
  • Assist in processing of VAT recovery requests
  • Provide administrative support for the management of staff accommodation and Ambassador’s residence including scheduling the regular maintenance and coordinating repairs
  • Assist with Inventory management: verification of physical inventory, follow-up of asset purchase and sale / de- classification procedures, and related paperwork, photo inventory and other inventory related tasks
  • Assist in logistical issues on an ad hoc basis
  • The base salary will depend on relevant and verified employment experience, typically starting from 18,470 AED.

  • Minimum requirements / eligibility criteria (necessary for the application to be considered)
  • Qualification: Minimum of upper secondary education;
  • Minimum of 3 years of relevant professional experience in accounting, financial and budgetary matters.
  • Very good knowledge of Microsoft Office (Outlook, Word, Excel)
  • Working knowledge (C1) of English and Arabic
  • Right to residence and work in the United Arab Emirates;
  • Certificate of good conduct
  • Medical fitness to carry out the tasks assigned
  • Assets/selection criteria (basis for awarding points to select the best applicant)
  • Ability to work both independently, as well as within a team, in a multi-disciplinary and multicultural environment. The ability to work well with others is vital.
  • Ability to communicate effectively internally and externally (in person, in writing and on the telephone).
  • Capacity to focus on priorities, to show initiative and to organise own workload (to ensure respect of deadlines and delegation priorities).
  • Ability to deliver under pressure, show flexibility and to respond quickly to new demands arising from the needs of the Delegation. Accuracy, punctuality and respect of deadlines is a must.
  • Experience working in external relations such as a diplomatic mission, a development agency or in an international organisation

The process

After the deadline for applications, the

eligible

applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter and CV, practical testing and interviews.

At least the 3 best candidates will be invited to the final interview.

Only candidates admitted to each successive selection phase will be contacted individually.

The Delegation will not supply additional information or discuss the selection procedure.

During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.

The successful candidate will be subject to a medical check and background check.
