About This Role

We are currently looking for a Transformation Management Office (TMO) Consultant to support a key initiative within the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) on a 12-month freelance contract .

DCT Abu Dhabi is the government entity responsible for driving the sustainable growth of Abu Dhabi’s culture and tourism sectors, playing a central role in positioning the emirate as a global hub for culture, creativity, and tourism.

This role sits within a high-impact transformation program, supporting the design, governance, and implementation of strategic initiatives aimed at enhancing organizational effectiveness, operating models, and performance.

Key Responsibilities

TMO Workstream Execution

  • Support the TMO Lead in delivering the overall transformation agenda across multiple workstreams
  • Develop and maintain project plans, trackers, and status reports
  • Conduct analyses, prepare materials, and facilitate working sessions
  • Track risks, dependencies, and action items, escalating issues proactively

Operating Model Design Support

  • Contribute to the diagnostic and redesign of functional operating models
  • Gather data, conduct stakeholder interviews, and benchmark best practices
  • Support the development of operating model options and implementation roadmaps

Function Setup & Incubation

  • Assist in scoping and establishing new functions within the organization
  • Research organizational structures, governance frameworks, and process design
  • Develop mandate documents, RACI matrices, and process maps

Change Management & Implementation

  • Support the rollout of new operating models and ways of working
  • Develop training materials, FAQs, and onboarding guides
  • Act as a point of contact for teams during transition, capturing feedback and coordinating improvements

Reporting & Communications

  • Own the preparation of TMO reporting packs and leadership updates
  • Draft weekly/monthly progress reports
  • Prepare materials for steering committees and governance forums

Requirements

  • 3–6 years of experience in management consulting from a top-tier or strong Tier 2 firm (e.g., McKinsey, BCG, Bain, Strategy&, Kearney, Oliver Wyman, Roland Berger, ADL)
  • Demonstrated career progression (at least 1 promotion preferred)

Core Capabilities

  • Experience in transformation programs / PMO environments
  • Exposure to operating model design and implementation
  • Strong analytical and structured problem-solving skills
  • Ability to work in fast-paced, ambiguous environments
  • Strong stakeholder management and communication skills (written and verbal)
  • Resourceful, proactive, and adaptable

Experience & Exposure

  • Minimum 1+ year supporting transformation initiatives (e.g., TMO, change management, target operating model design) – required
  • Government or public sector experience is preferred
  • Minimum 2+ years of experience in the GCC (required)
  • Familiarity with AI tools and emerging technologies is an advantage
