Role overview
Leads the end-to-end estimation and tendering function for major projects, with responsibility for competitive pricing, accurate cost assessments, and timely submission of high-value bids.
Relevant sectors include EPC/EPIC, Oil & Gas, Energy, Infrastructure, MEP, and major construction projects.
Responsibilities
- Lead estimation, tendering, and proposal activities; review ITBs, RFQs, and tender documents for client requirements, scope, and commercial risks.
- Prepare and review estimates for materials, manpower, subcontractors, equipment, and project execution.
- Coordinate with technical, commercial, procurement, project, and other departments to develop competitive proposals.
- Manage high-value multidisciplinary tenders from initial assessment to final submission and post-tender negotiations.
- Review bid documents, pricing, and commercial terms for compliance with client specifications.
- Monitor tender results, maintain tender registers, and report performance to management.
- Lead and mentor the estimation team; coordinate with clients, consultants, and subcontractors.
Requirements
- Bachelor's degree in Engineering.
- At least 20 years of relevant professional experience, including at least 7 years in a senior estimation, tendering, proposals, or managerial role.
- Strong EPC/EPIC contracting experience; experience with major Oil & Gas and Energy projects in Qatar or the GCC is preferred.
- Proven record managing large-scale tenders and projects valued at QAR 100 million or above.
- Knowledge of lump-sum/LSTK, unit-rate, reimbursable, and subcontracting commercial models is advantageous.
- Exposure to Oil & Gas, Infrastructure, and MEP projects is preferred.
- Excellent leadership, negotiation, analytical, and communication skills.
