Technical Manager / Senior Roads Engineer – Roads & Infrastructure role supporting road and infrastructure operations in Libya.
Responsible for technical coordination and engineering management of major projects, working with German executive management, project managers, consultants, designers, construction teams, and subcontractors.
Work location is Benghazi, Libya, in person. The role requires willingness to relocate to Benghazi.
Responsibilities
- Lead technical management of major road, highway, and infrastructure projects; review drawings, specifications, BOQs, and technical documentation.
- Coordinate design teams, consultants, and site engineering departments; identify technical risks, inconsistencies, and constructability issues early.
- Develop and review method statements and construction methodologies; provide technical solutions for earthworks, pavement, drainage, and road infrastructure.
- Coordinate technical submissions, RFIs, and approvals with consultants and clients; ensure compliance with specifications and international standards.
- Support quantity verification, variation evaluation, and technical claims; coordinate design, surveying, QA/QC, and construction teams.
- Optimize construction methods, materials, and technical solutions; support procurement's technical evaluations.
- Establish engineering procedures and standards, mentor the internal engineering team, and report to project and executive management.
Candidate profile
- At least 12 years of road and infrastructure engineering experience, including at least 5 years in senior technical management.
- Proven experience on major highway, road, or infrastructure projects.
- Strong expertise in earthworks, pavement, asphalt, drainage, road construction, drawings, BOQs, specifications, and international standards.
- Experience working with consultants and international engineering companies; strong problem-solving and decision-making capability.
- Excellent English communication skills are mandatory; Arabic is a strong advantage.
- Africa or MENA experience is highly preferred.
- Willingness to relocate to Benghazi, Libya.
Education and qualifications
- Bachelor's or Master's degree in Civil Engineering or a related field.
- Professional engineering qualification is an advantage.
