Job Purpose

GRSP’s work specifically contributes to meeting the United Nations Sustainable Development Goals (SDG) 3.6 - “By 2030, halve the number of global deaths and injuries from road traffic crashes” and 11.2 – “By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons.” GRSP also contributes to meeting the broader SDG sustainability agenda.

Purpose of Consultancy

This consultancy will enhance GRSP’s capacity to provide evidence-based technical review input to road safety policies, strategies, legislation, and related advocacy materials.

It will also enhance GRSP’s existing educational resources and materials and create new educational resources, as needed, that are grounded in evidence and best practice principles.

The person filling this role will have an extensive understanding of contemporary global road safety issues, a strong track record of employing road safety research skills with a focus on behavioural risk factors, and translating this experience to the provision of technical review input and development of a broad range of educational materials. Expertise in the development and delivery of road safety technical content is required. This position requires a person who has experience in and understanding of technical and legislative facilitators and barriers to effective road safety policy development and implementation in the context of low- and middle-income countries.

Job Duties And Responsibilities

  • At the direction of the GRSP Senior Manager:
  • Provide evidence-based technical review of road safety legislation, policies, strategies, and advocacy materials.
  • Develop road safety-related educational and technical training resources and course materials.
  • Travel to a variety of international locations, which may include low- or middle-income countries, as required, to deliver programmes.
  • Provide training and support to Advocacy & Grants Programme staff on technical inputs for grantees.

Desired Outcomes

  • Expanded GRSP capacity to provide evidence-based technical review of road safety documentation.
  • Expanded GRSP capacity to prepare and deliver evidence-based road safety technical training, education and resources, focused on international best practice principles.
  • Expanded and enhanced GRSP knowledge, drawing upon the road safety evidence base.
  • New technical content successfully developed and delivered on time and within budget.

Time Allocation

This assignment is for a period from 01 January 2027 to 31 December 2027 working for a maximum of 5 days per month, for a total maximum of 60 days.

Management of consultancy

This Consultant is expected to work independently but with direction and guidance from the Senior Manager, Global Road Safety Programmes.

Education

  • ****Required****
  • Postgraduate degree in public health or road safety, with a focus on behavioural risk factors.
  • Relevant technical training in road safety.

Required

  • At least 5 years’ experience working in the field of global road safety, with a preference for experience in road safety in the low- and middle-income country context.
  • At least 10 years’ experience conducting and publishing road safety research, with a focus on behavioural risk factors.
  • Experience in developing and delivering training programmes, including the development of complex theoretical content for lay audiences.
  • Experience in working with multiple international partners to implement training programmes.
  • Experience delivering technical content, particularly focused on road safety.
  • Demonstrated experience in managing complex partnerships to facilitate. programmatic outcomes.
