System Analyst II

Mission and role

Duties

• Lead comprehensive gap analyses validating current and target states across organizational functions, processes, governance, workforce, information management, tools, and stakeholder engagement.
• Plan and conduct interviews, working sessions, document reviews, data collection, and workflow analysis to identify gaps, bottlenecks, redundancies, manual dependencies, unclear accountability, and improvement opportunities.
• Assess gaps, risks, impacts, and root causes; develop prioritized, evidence-based recommendations aligned with mission requirements and enterprise priorities.
• Assess organizational structures, staffing levels, skills, workload distribution, roles, responsibilities, governance, decision rights, approvals, performance measures, and reporting.
• Develop current-state assessments, analysis plans and reports, remediation roadmaps, prioritization matrices, performance measures, executive briefings, and decision-support materials.
• Lead cross-functional engagement and executive reviews, translating complex findings into recommendations for senior government leadership.

Education and experience

• Bachelor’s degree in Information Technology, Business Administration, Communications, Public Affairs, or a related field from an accredited college or university.
• 5–8 years of progressive experience in IT strategy, business analysis, or strategic communications.
• At least 3 years of organizational gap-analysis experience.
• Demonstrated experience in complex organizational, operational, business-process, or enterprise-level analysis.
• Ability to evaluate current conditions, gaps, root causes, impacts, and risks and develop actionable recommendations.
• Excellent written and verbal communication with technical, operational, and executive stakeholders.

Clearance

• Public Trust clearance is required.

Work arrangement

• The working environment is described as hybrid (HUBZone).

Salary

• The source lists an annual salary range of $145,000–$165,000.
