Background
Through this renewed umbrella cooperation between the Ministry of Foreign Affairs (MoFA) and the United Nations Development Programme (UNDP), the strategic objectives of the Ministry are framed within a flexible framework that allows for modification and expansion in line with its evolving institutional priorities.
The Project Document, signed on 1 September 2025, continues to build on the successful collaboration established under the previous phase, maintaining adaptability in defining activities, tasks, and projects to be identified annually in support of MoFA’s deputyships.
These workstreams will be aligned with MoFA’s priorities and jointly reviewed by UNDP project management and the respective deputyships prior to submission to the Minister of Foreign Affairs for endorsement.
This cooperation seeks to strengthen strategic planning and foresight capacities across the Ministry, enhance governance, financial management, and operational efficiency, and advance institutional capacity for talent development, leadership, and performance management.
At the same time, it enables UNDP to deliver high-quality programme and project services that respond to MoFA’s needs and contribute to the achievement of Vision 2030 objectives.
This approach ensures national ownership and alignment by engaging MoFA throughout all stages of project design, planning, and implementation.
Duties And Responsibilities
- Strategic Planning and Alignment
- Support the full strategic planning cycle, including situational analysis, strategy formulation, and the preparation of implementation and operational plans.
- Ensure alignment and coherence of institutional and thematic strategies with the entity’s overarching objectives and national priorities.
- Support the revision and assessment of strategies and related documents for completeness, consistency, and alignment with approved strategic goals, and flag gaps or inconsistencies for management review.
- Performance Management and Monitoring
- Support the development and management of strategic performance indicators, including methodologies, measurement frequencies, and reporting mechanisms.
- Assist in the formulation and monitoring of operational performance indicators for organizational units, contributing to effective performance tracking and reporting.
- Support the design and management of bilateral indicators to monitor and assess country-to-country relations.
- Coordination and Stakeholder Engagement
- Support the coordination and alignment of political and diplomatic strategies with relevant internal and external stakeholders to ensure effective integration within the institutional framework.
- Facilitate coordination across organizational units to support implementation of strategic initiatives and institutional priorities.
- Committee and Governance Support
- Support the management of main committees, including preparation of agendas, coordination with stakeholders, organization of meetings, and documentation of decisions and directives.
- Assist in the communication and follow-up of committee decisions, ensuring timely dissemination and coordination with relevant entities.
- Support and monitor the work of sub-committees, ensuring implementation of decisions, use of approved templates, and accuracy of information presented to committee chairs and members.
- Technical and Operational Support
- Provide technical and operational support to address implementation challenges and facilitate effective coordination between committees and organizational units.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
- Institutional Arrangement
- The Strategy Assistant will report to the UNDP Programme Analyst and Head of UNDP strategic partnership office.

- Education requirements
- Secondary education is required.
- University degree ( Bachelor’s Degree ) in Bussiness Adminstarion or related field will be given due consideration but is not a requirement .
- Min. years of relevant work experience
- Minimum 5 years (with secondary education) or 2 years (with bachelor´s degree) of project management or bussiness administration.
- Desired skills in addition to the competencies covered in the Competencies section
- Experience aligning actions and initiatives with long-term institutional and national goals.
- Experience translating strategic vision into practical, measurable, and results-oriented plans.
