Role Overview

Cloud Program Manager coordinating an end-to-end migration and modernization from an existing AWS environment to a future-state managed AWS environment.

The role leads integrated planning, delivery governance, resource coordination, risk management, and production readiness across infrastructure, applications, cybersecurity, networking, data, DevOps, testing, and operations.

Technical program delivery experience and enough AWS knowledge to challenge plans, identify dependencies, and drive decisions are required; architects and technical owners retain solution design and implementation accountability.

Requires 10–15 years of experience.

Work Model

  • Day-one onsite, then hybrid with three onsite days per week.
  • Role location stated as Canada.

Program Delivery Responsibilities

  • Build the integrated plan across mobilization, assessment and design, build and remediation, migration and validation, cutover, and stabilization.
  • Define workstream ownership, milestones, dependencies, critical-path activities, deliverables, and phase exit criteria.
  • Coordinate legacy AWS security remediation, target-environment provisioning, and migration preparation.
  • Manage dependencies across AWS landing zones, EKS, IAM, networking, application upgrades, CI/CD, data pipelines, and vendor connectivity.
  • Maintain backlog and RAID, decision, and change logs; assign actions and escalate blockers with options and business impacts.
  • Coordinate security architecture reviews, Permit to Operate, New Application Certification, architecture approvals, recovery planning, and control reviews.
  • Track resource onboarding, access readiness, capacity, allocation, and delivery commitments across teams and suppliers.
  • Run delivery reviews and steering updates covering milestones, finances, risks, decisions, and recovery actions.
  • Coordinate synchronization, integration and other testing, HA/DR validation, reconciliation, and readiness defect closure.
  • Drive cutover planning, rehearsals, approvals, rollback readiness, communications, and go/no-go evidence.
  • Coordinate stabilization, incident escalation, operational training, runbook handover, acceptance, and program closure or legacy decommissioning.

Required Skills and Experience

  • Demonstrated delivery of complex AWS migration or cloud transformation programs across multiple technical workstreams.
  • Strong program and project management in integrated scheduling, dependency management, RAID, resource planning, financial tracking, and change control.
  • Working understanding of AWS infrastructure, IAM, networking, container platforms, databases, observability, resiliency, and disaster recovery.
  • Experience coordinating application modernization, Infrastructure as Code, CI/CD changes, data migration, and third-party integrations.
  • Experience with production cutovers, rehearsals, rollback planning, business continuity, and post-go-live stabilization.
  • Ability to translate technical issues into delivery impacts, secure timely decisions, and communicate with senior stakeholders.
  • Experience with Agile and milestone-based delivery, using Jira, Confluence, Microsoft Project, Smartsheet, or equivalent tools.
  • Strong documentation and governance, including audit evidence, readiness reviews, and formal delivery acceptance.

Preferred Qualifications

  • Banking, financial services, or similarly regulated enterprise experience is preferred.
  • Acquisition-related integration and migration between separately governed AWS environments is preferred.
  • PMP, PgMP, PRINCE2, or relevant Agile certification is an advantage; AWS foundational or architecture certification is also an advantage.

Key Deliverables

Integrated program plan, milestone baseline, ownership matrix, and resource plan.

Current RAID, dependency, decision, and change logs with accountable owners and dates.

Executive status reporting and time-and-materials effort and budget forecasts.

Governance approval tracker, test and readiness evidence, and integrated cutover and rollback plan.

Stabilization exit criteria, operational handover, and program closure package.
