Role overview

The Senior Project/Program Manager leads complex customer projects and programs across the contract and solution lifecycle.

The role is accountable for delivery, governance, financial performance, risk management, stakeholder alignment, and long-term account success.

The position is based in Oakville, Ontario, and follows a hybrid work model; in-office days and schedule are negotiated based on business and role requirements.

Key responsibilities

  • Lead projects and programs from initiation, planning, scope definition, design, and execution through deployment, acceptance, transition, maintenance, and sustainment.
  • Serve as primary customer contact, build executive and operational relationships, and maintain governance reviews of account health, priorities, risks, issues, and satisfaction.
  • Manage milestone-based plans for scope, schedules, resources, budgets, dependencies, installation, deliverables, acceptance criteria, and status reporting.
  • Coordinate Engineering, Delivery, Operations, Finance, Legal, Procurement, and Business Development/Sales to meet contractual commitments and business objectives.
  • Own delivery challenges, make decisions, resolve issues, escalate material risks, and communicate timely information to customers, executives, teams, and partners.
  • Manage budgets, cost-to-complete targets, gross margins, change requests, and performance against approved baselines.
  • Support proposals, bids, contract reviews, change management, upgrades, product end-of-life planning, and operational support.
  • Support strategic planning and process improvement; promote consistent practices, lessons learned, confidentiality, and compliance.

Education and experience

  • At least 10 years of progressively responsible senior project/program management experience delivering complex, multi-department technology initiatives.
  • Undergraduate degree in business, technology, engineering, project management, or a related field; equivalent education and relevant experience may be considered.
  • PMP certification is required; additional ITIL, ISO-related, Agile, Scrum, cloud, security, or program management certifications are strongly preferred.
  • Strong knowledge of Agile development methodologies, Scrum, and iterative software delivery.
  • Industry knowledge in biometrics, fingerprint identification, facial recognition, identity management, criminal justice, civil enrollment, public safety, or related technologies.
  • Experience working directly with Canadian government bodies, policing agencies, or military organizations, and with public-sector procurement, business cases, funding approvals, and budget cycles.
  • Experience managing customer contracts, contractual deliverables, acceptance, change requests, service levels, project financials, and executive governance.
  • Experience delivering in matrixed organizations and directing cross-functional, distributed, and virtual teams.

Leadership and technical capabilities

  • Strong leadership presence, customer-facing communication, facilitation, negotiation, presentation, and relationship-management skills.
  • Business acumen to connect customer needs, contractual obligations, technical decisions, delivery priorities, and financial outcomes.
  • Technology knowledge spanning enterprise platforms, cloud systems, software applications, infrastructure, integrations, cybersecurity, data privacy, and support models.
  • Ability to analyze complex information, solve problems, manage ambiguity, make sound decisions, work independently, and adapt to changing priorities.
  • Strong organization, attention to detail, professional judgment, integrity, discretion, and commitment to confidentiality.
  • Proficiency with Microsoft Project, Excel, Word, PowerPoint, and related collaboration and reporting tools.

Location and work model

  • Based in Oakville, Ontario, Canada, with a hybrid work model and negotiated in-office schedule.
  • Candidates must reside in or be able to commute reliably within the Greater Toronto Area.
  • Candidates must be legally authorized to work in Canada; Canadian citizenship may be required for certain customer, contract, or security-clearance requirements.
