About Role
The objective is to design and implement a national-scale Digital Inclusion Framework to bridge the digital divide in Qatar.
Description
Domain Expertise: Deep knowledge of National Digital Transformation strategies, ICT Accessibility (WCAG 2.2, EN 301 549), and Digital Equity frameworks (UNESCO/ITU standards).
Technical Competency: Proven experience in designing National Digital Inclusion Indices and benchmarking societal digital maturity.
Methodologies: Hands-on experience in public policy design, stakeholder mapping, and "Inclusive Design" principles.
Strategic Orchestration: Ability to manage high-level partnerships between government (MCIT/CRA), private sector (Telecoms), and NGOs (Mada Center).
Qualifications
Master’s Degree in Public Policy, Social Sciences, or Technology Management.
CPACC (Certified Professional in Accessibility Core Competencies) or IAAP certification is highly preferred.
Industry Experience: Minimum 5 years of experience specifically within the GCC public sector/government advisory context.
