Role overview
Lead testing, commissioning, system completion, integration, operational readiness, and handover for a major infrastructure project in Riyadh.
Ensure infrastructure systems and assets are completed, tested, commissioned, and handed over safely and efficiently, in line with specifications, regulations, and client expectations.
Planning and delivery
- Develop project-wide testing, commissioning, and completion strategies, plans, procedures, and schedules.
- Lead testing, commissioning, system completion, and handover for civil, mechanical, electrical, instrumentation, SCADA, and utility systems.
- Establish and manage systemization, completion tracking, punch-list closeout, and turnover processes.
- Coordinate with contractors, stakeholders, utility authorities, and client representatives to support delivery and asset acceptance.
Testing, compliance, and handover
- Review and approve commissioning documentation, completion dossiers, method statements, testing procedures, and handover packages.
- Monitor progress, identify risks and interface issues, and implement corrective actions.
- Witness and approve FAT, SAT, integrated systems, performance, and reliability testing, as well as operational readiness activities.
- Ensure compliance with project specifications, quality standards, health and safety requirements, and applicable regulations.
- Lead defect management, punch-list resolution, system turnover, training, and final asset handover to operations and maintenance teams.
- Provide technical leadership and guidance to multidisciplinary commissioning and completion teams.
Qualifications and experience
- Bachelor's degree in Mechanical, Electrical, Instrumentation, or a related engineering discipline.
- At least 15 years of testing, commissioning, and project completion experience on large-scale infrastructure projects.
- At least seven years in a senior management or leadership role.
- Proven PMCM or consultancy experience delivering complex infrastructure developments.
- Strong experience with utilities, water and wastewater systems, roads, transportation infrastructure, substations, SCADA, integrated control systems, and asset handover.
- Demonstrated experience managing system completion, turnover, operational readiness, and stakeholder acceptance.
Additional qualifications
- Previous experience in Saudi Arabia or the GCC region is highly preferred.
- Strong leadership, stakeholder management, communication, and problem-solving skills.
