Position Overview

The Senior Technical Product Owner leads product vision, priorities, and requirements for a research-collaboration tooling initiative.

The role translates business and research needs into technical requirements, user stories, and a roadmap.

The Product Owner partners with DevSecOps engineering teams, platform leads, architects, business analysts, economists, and senior stakeholders.

Product Vision and Requirements

  • Define and maintain the product vision, priorities, and roadmap for research-collaboration tooling.
  • Elicit and validate requirements with business stakeholders, architects, and technical subject-matter experts.
  • Translate business and research-collaboration needs into technical specifications and user stories.
  • Prioritize features and enhancements by business value and technical feasibility.
  • Maintain traceability from business need through technical delivery.

Technical and Platform Leadership

  • Assess source-control, developer-collaboration, technical authoring, research-sharing, and file-collaboration platforms.
  • Partner with engineering and platform architects to evaluate integrations, repository and access models, scalability, performance, and technical tradeoffs.
  • Identify constraints early and recommend practical technology-stack and integration approaches.
  • Monitor the research-collaboration tooling landscape and adjust the roadmap as needed.

Stakeholder Communication and Delivery Support

  • Serve as the primary liaison between business stakeholders and DevSecOps engineering and platform teams.
  • Explain technical constraints, tradeoffs, and timelines to non-technical audiences in clear language.
  • Communicate business priorities and external-collaborator needs to technical teams in actionable terms.
  • Support planning, prioritization, organization, process mapping, and project-management activities.
  • Maintain decision logs, meeting minutes, open-question lists, and requirements-change documentation.

Required Qualifications

  • Bachelor’s degree in a related field or equivalent experience.
  • 10 or more years of experience in product ownership, technical business analysis, or a related role; platform, tooling, or developer-collaboration experience is preferred.
  • Demonstrated success defining product vision and converting stakeholder needs into technical specifications and user stories.
  • Experience working with business analysts, senior leadership, engineers, and architects to validate feasibility and make technology decisions.
  • Working knowledge of source-control and developer-collaboration platforms such as GitHub; technical authoring and research-collaboration platforms such as Overleaf; and file-collaboration or research-sharing platforms.
  • Strong written and verbal communication skills, ability to manage competing stakeholder priorities, and ability to communicate across technical and non-technical audiences.
  • U.S. citizenship is required.

Preferred Qualifications

  • CSPO, PSPO, SAFe POPM, or equivalent certification.
  • Experience supporting research collaboration, academic partnerships, or external-stakeholder engagement.
  • Familiarity with Agile delivery practices, including Scrum and Kanban.
  • Federal government experience or experience in a DevSecOps or platform engineering environment.
  • Hands-on experience with AI-assisted development tools such as GitHub Copilot, Claude Code, or Cursor.

Expected Deliverables

  • Product vision, prioritized roadmap, and technical specifications traceable from business need through delivery.
  • Feasibility and integration assessments developed with engineering and platform architects and informed by business analysts and economists.
  • Decision logs, meeting minutes, and supporting process documentation.

Pay and Hours

  • Pay is listed as USD 65–80 per hour.
  • Expected hours are 40 per week.
  • A 401(k) benefit is listed.
