Overview

  • The candidate would act as Project SPA for new SNOC head quarters office building and is responsible for delivering the building safely, on schedule, within budget and meeting business objectives.
  • His job scope mainly includes managing the project from conceptual to handover / project close-out activities.
  • Below are the main activities:
  • He/She will be coordinating the finalization of scope, tendering, award and managing the FEED / EPC contractors.
  • Ensuring contractor compliance with contract requirements
  • Monitoring project KPIs (cost, schedule, quality & HSE)
  • Managing project assurance, risk management and stakeholder activities so project is delivered safely, on schedule, within budget and according to technical requirements

1) Projects Management

  • Provide overall project management support throughout the project lifecycle
  • Lead Consultant and Contractor selection process.
  • Manage EPC contract and review / approve change orders
  • Own and Track project budget and expenditures. Review the cost reports and report forecasts and variances to management.
  • Own the master schedule and monitor the critical path activities. Escalate delays and implement recovery plans
  • Conduct risk management workshop. Manage project risks such as, design changes, authority approvals, utility connections, contractor performance, supply chain issues, etc.
  • Ensure compliance with SNOC HSE and quality standards
  • Review major audit findings and corrective actions
  • Ensure readiness for occupancy and smooth handover
  • Obtain final acceptance and project closeout activities.

2) Project Engineering Management

  • Review and coordinate civil, structural and architectural designs
  • Review consultant and contractor deliverables
  • Study and assess drawings, plans, specifications and other documents relating to Design and construction of the project
  • Review technical submittals, drawings, specifications and material approvals.
  • Monitor design progress and interface with other disciplines (OBS, IT, security, NOC, etc)
  • Resolve technical issues during design and construction phases. Manage design changes and technical queries.
  • Ensure compliance with project specifications, company standards, industry codes and regulatory requirements
  • Monitor site construction activities for quality, safety and schedule compliance. Participate in constructability reviews
  • Identify potential delays and recommend mitigation measures
  • Support commissioning and occupancy readiness activities. Monitor punch list closure. Ensure proper handover of building.

3) Contracts Management

  • Preparation of Scope of Work and tender documents for FEED consultants, EPC contractors and Suppliers
  • Responsible for the full cycle tendering process ( EOI, technical clarification, evaluation , tabulation and award recommendation).
  • Contract management and execution.
  • Manage the Variation Orders issued by Contractors and Perform financial closeouts of all contracts after settlements of the claims.

• 4) Stakeholder Management

  • Interface management during all phases of the project including engineering and construction interfaces as well as interfaced with 3rd party contractors and external stakeholders including government authorities.
  • Coordinate with SNOC management, end users, IT & security / NOC departments and Government Authorities
  • Performs a variety of Interface management works, monitors and tracks the technical Interfaces.
  • Coordinate with external stake holders in obtaining required permits / NOCs for project
  • Experience and Special Conditions or requirements
  • Minimum of 15 years in civil engineering and construction
  • At least 5-10 years in large industrial or oil & gas infrastructure projects.
  • Have successfully delivered at least one comparable headquarters, corporate campus, hospital or large commercial building project.
  • Experience in multi-story office buildings and headquarter facilities including structural concrete, steel construction, site development, roads, drainage and utilities
  • Well established project execution experience in all project phases i.e. scope definition, tendering, contracting, engineering, procurement, construction, commissioning and handover
  • Demonstrated hands on construction and field experience with, supervisory skills.
  • Experience with government agencies, contractors and vendors.
  • Ability to commute to plant worksite on daily basis with UAE driving license
