Overview
We're supporting a leading privately-owned multinational specialty chemicals group headquartered in Dubai in the search for an experienced Senior HR Consultant to undertake a strategic corporate HR assessment and design engagement.
Operating across 40+ countries with more than 1,300 employees and 50+ subsidiaries, the organisation has grown into one of the most respected specialty chemicals businesses across Asia, the Middle East and Africa.
This is a high-impact advisory engagement focused on defining what a best-practice corporate HR function should look like within a complex, multi-jurisdictional organisation.
This is not an operational HR leadership role.
The successful consultant will assess the current state, identify gaps, define the future corporate HR model, and provide recommendations and a phased implementation roadmap for senior leadership.
The Opportunity
Human Resources currently operates in a decentralised structure with no single corporate HR ownership model.
Many responsibilities traditionally associated with corporate HR are currently distributed across Legal, Internal Audit and business operations.
The organisation is seeking an experienced HR leader who can provide an independent assessment and establish a clear blueprint for how HR should operate at corporate level moving forward.
The role will focus on setting strategic direction for the global organisation rather than redesigning local in-country HR delivery models.
Current State Assessment
- Assess the organisation's existing HR landscape across:
- Governance and policies
- Employment compliance
- HR systems and employee data
- Recruitment and onboarding
- Job architecture and role definitions
- Compensation and benefits
- Performance management
- Learning and development
- Employee relations
- Workforce planning
- Review HR-related responsibilities currently managed by Legal, Internal Audit and other corporate functions
- Identify capability, governance and process gaps against corporate-level requirements
Corporate HR Function Design
- Define the future-state corporate HR operating model
- Recommend:
- Corporate HR mandate
- Structure and governance
- Responsibilities
- Decision rights
- Interaction model between corporate and regional operations
Policy & Governance Framework
- Design a corporate HR policy framework suitable for a global, multi-jurisdictional organisation
- Recommend standardised policies, procedures and governance mechanisms
Corporate HR Leadership Role Definition
- Define the future corporate HR leadership position including:
- Scope
- Responsibilities
- Reporting structure
- Required competencies
Implementation Roadmap
- Develop a phased roadmap outlining:
- Prioritisation
- Resource requirements
- Governance recommendations
- Transition of HR ownership from Legal to the future corporate HR function
Deliverables
- The consultant will be expected to produce:
- Current-state HR assessment
- Corporate HR function design
- Corporate HR policy and procedures framework
- Corporate HR leadership role definition
- Phased implementation roadmap
- Executive presentation and recommendations for senior stakeholders
Essential
- 15+ years of senior HR leadership experience
- Demonstrated experience building, standardising or transforming corporate HR functions within complex multi-entity organisations
- Strong international HR experience across multiple jurisdictions and regions
- Experience defining HR governance, policies, operating models and organisational structures
- Ability to engage effectively with executive leadership teams and board-level stakeholders
- Experience delivering strategic HR advisory or transformation engagements
Industry Experience
- We are particularly interested in candidates who have experience within:
- Specialty Chemicals

Preferred Background
- Candidates may come from:
- Big 4 People Advisory / Human Capital Consulting
⢠Specialist HR Consulting Firms
- Former Group HR Director / CHRO roles
- HR Transformation Programmes within multinational organisations
⢠CIPD Chartered / Level 7
- SHRM-SCP
- SPHR
- Equivalent senior HR qualifications
Additional Requirements
- Experience operating across Europe, Asia, Middle East and Africa preferred
- Arabic language capability beneficial but not essential
- UAE-based consultants strongly preferred
- Shortlisted consultants will be invited to present a high-level approach, methodology and indicative timeline as part of the selection process.
