Senior HSE Engineer

Health, Safety & Environmental Management

• Implement, monitor, and continuously improve project HSE policies, procedures, and management systems.
• Ensure compliance with company HSE standards, client requirements, UAE regulations, and international safety practices.
• Conduct regular site inspections, audits, and risk assessments to identify potential hazards.
• Ensure corrective and preventive actions are implemented effectively.
• Promote a strong safety culture across all project activities.

Site Safety Operations

• Monitor daily construction activities to ensure safe working practices are followed.
• Ensure compliance for activities including:
• Excavation & enabling works
• Structural works
• Working at height
• Lifting operations
• MEP installations
• Temporary works
• Finishing activities
• Review and approve method statements, risk assessments, lifting plans, and work permits.
• Ensure subcontractors follow approved HSE procedures and project safety requirements.

Incident Prevention & Investigation

• Lead investigations for incidents, accidents, near misses, and unsafe conditions.
• Identify root causes and recommend corrective actions.
• Maintain accurate HSE documentation, reports, statistics, and compliance records.
• Monitor safety performance indicators and recommend improvements.

Training & Awareness

• Conduct toolbox talks, safety inductions, and training sessions for site teams.
• Increase workforce awareness regarding hazards, risk prevention, and safe working practices.
• Mentor junior HSE Officers and promote continuous improvement within the HSE team.

Stakeholder Coordination

• Coordinate with Project Managers, Construction Managers, consultants, subcontractors, and authorities on HSE matters.
• Attend project safety meetings and provide HSE updates to management.
• Support external audits and authority inspections.

Education

• Bachelor’s Degree in
• Engineering / Occupational Health & Safety or related discipline
• .
• Professional safety qualifications are required/preferred:
• **NEBOSH certification**
• IOSH certification
• Additional HSE certifications will be advantageous

Experience

• Minimum
• 10+ years of HSE experience
• within the construction industry.
• Strong experience working with
• reputed Main Contractors
• .
• Proven track record managing HSE activities on large building projects including:
• High-rise towers
• Residential developments
• Villa communities
• Mixed-use projects
• UAE/GCC experience strongly preferred.
• Experience handling large workforce environments involving multiple subcontractors.

Technical Competencies

• Strong understanding of:
• UAE HSE regulations & authority requirements
• ISO 45001 Occupational Health & Safety Management Systems
• Construction risk management
• Permit-to-work systems
• Emergency response planning
• Incident investigation techniques
• Ability to interpret drawings, construction methodologies, and site activities from an HSE perspective.
• Strong reporting, communication, and leadership skills.
