Role overview

Experience

• At least 10–15 years of maritime crewing or marine HR experience, including significant support for offshore or marine operations.
• Proven leadership of multicultural crewing teams across nationalities and regions.
• Experience building crewing strategies, structures, processes, and workforce-planning frameworks.
• Experience advising senior and executive stakeholders on capacity, workforce risk, and operational readiness.
• Experience managing departmental budgets, including recruitment, crew travel, and agency costs.
• Experience auditing and managing third-party manning agents and meeting maritime labor requirements, including the MLC.
• Strong knowledge of seafarer certification requirements under the STCW Convention.
• Experience presenting workforce plans and performance updates to senior stakeholders.
• Experience managing crewing across multiple vessels and building relationships with international manning agencies, clients, and regulators.

Crewing leadership and planning

• Lead the Crewing Department, setting strategic direction and governance and developing the team for efficient, compliant fleet operations.
• Align crewing strategy with fleet growth, project mobilization, and long-term operational objectives.
• Standardize processes and align Marine, Construction, and Project teams on crew planning, mobilization, and operational readiness.
• Maintain a competent, compliant seafarer pool to ensure vessel readiness for offshore operations and project delivery.
• Align crewing with client requirements, including those of Saudi Aramco, ADNOC, and QatarEnergy.

Compliance, budget, and stakeholders

• Oversee manning-agent selection, contracting, and performance; build global recruitment networks and effective contractual arrangements.
• Create and execute a manning-agent audit framework that ensures MLC compliance and company governance.
• Ensure seafarers meet STCW competency and certification requirements and applicable flag-state regulations.
• Own the crewing budget and performance KPIs, ensuring financial control, operational efficiency, and accountability.
• Prepare for fleet expansion, new vessel introductions, and project mobilization by establishing crewing frameworks and capacity in advance.
• Present performance, workforce plans, and strategic initiatives to senior leadership and contribute to company transformation and broader growth initiatives.
