Job purpose

Safety, coordination, and reviews

• Champion project safety culture, behaviors, and engagement activities; ensure site safety planning covers construction through start-up.
• Identify, evaluate, and resolve construction issues during project phases.
• Promote cooperation between PMC, contractor, and owner construction personnel, consulting PMC home-office disciplines when needed.
• Agree with the owner on close-out procedures for EPC contractor site activities and coordinate licensor site visits and inspections.
• Review contractor procedures, specifications, method statements, fabrication drawings, organization, coordination procedures, manpower plans, and schedules.
• Review construction engineering matters and provide constructability input to model reviews.

Site delivery and controls

• Monitor construction resource allocation and recommend corrective actions when shortages could affect the program.
• Monitor planned and actual equipment and material delivery to site, including handling, storage, maintenance, preservation, and installation.
• Review and approve Permits to Work and coordinate with owner operations and maintenance personnel as required.
• Monitor contractor work, quality, contract and schedule compliance, and adherence to drawings and specifications.
• Supervise contractor construction inspection activities and monitor corrective actions and recommendations.
• Verify work and corrective work meet EPC contract, owner safety regulations, and applicable workmanship and quality standards.
• Audit site progress against the project schedule, report delays to the owner, and propose corrective actions.

Completion and commercial controls

• Approve Mechanical Completion and Ready for Commissioning Certificates.
• Monitor compilation and review the content of Construction Work Packs and close-out dossiers.
• Evaluate EPC contractor site claims for contract change orders or schedule extensions and recommend approval, rejection, or modification.
• Approve EPC contractor physical progress reports used as the basis for progress payments.
• Ensure the EPC contractor prepares marked-up as-built drawings and review them before the contractor leaves the site for final handover.

Role requirements

• The role entails management of PMC construction teams, including Construction Engineers and Construction Supervisors.
• The role requires coordination of construction scopes and contractor compliance with project standards, contracts, schedules, drawings, and specifications.
• PMC construction personnel must be competent to perform duties relating to their contractual scope.
