Job Purpose

HanmiGlobal is seeking a highly qualified Senior Commercial Manager to join our program management and PMCM team in Saudi Arabia.

In this role, you will drive the program-wide commercial management framework and contract governance for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level leadership, governance, coordination, and rigorous commercial oversight for all contract administration activities across the program, ensuring effective change control, payment management, claims resolution, and commercial risk mitigation are fully integrated and aligned with financial compliance guidelines and the Client’s strategic interests, while supporting the successful delivery of the overall development program.

Key Responsibilities

  • Develop and maintain the program-wide Commercial Management Framework, including commercial procedures, governance processes, reporting requirements, and contractual standards.
  • Oversee contract administration activities across all project packages, ensuring compliance with contract provisions, commercial obligations, procurement strategies, and applicable regulations.
  • Provide commercial and contractual advice to PMCM Management and the Client, supporting informed decision-making throughout the project lifecycle.
  • Lead the commercial assessment of variations, compensation events, design changes, scope modifications, and contractual claims.
  • Evaluate entitlement, valuation, and commercial impacts of proposed changes while promoting effective change management and claims avoidance.
  • Coordinate dispute resolution activities with legal advisors where required and maintain comprehensive claims and commercial records.
  • Identify, assess, and monitor commercial risks, working closely with the Risk Manager to implement mitigation strategies and protect project objectives.
  • Oversee payment certification processes, commercial performance, cost commitments, valuations, forecasts, and financial exposures across all program packages.
  • Prepare commercial reports, executive dashboards, management presentations, and strategic recommendations for PMCM Management and the Client.
  • Lead commercial review meetings, workshops, and stakeholder coordination sessions to ensure consistent commercial governance and reporting.

Requirements** **Qualifications & Experience

  • Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • Minimum fifteen (15) years of professional experience in commercial management, contract administration, claims management, infrastructure delivery, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale land development and infrastructure projects in Saudi Arabia or the GCC.
