Senior Business Analyst

Role overview

Responsibilities

• Assess the current solution and integrations, workflows, security model, records management, reporting, data model, and architecture.
• Identify pain points, manual workarounds, duplicate processes, risks, and technical limitations.
• Gather, validate, prioritize, and document business, functional, technical, data, security, reporting, and integration requirements.
• Conduct gap analysis across timekeeping, user experience, bilingual delivery, accessibility, records, reporting, access controls, and external intake.
• Compare at least three modernization options and recommend future-state architecture.
• Develop cost-of-ownership, cost-benefit, risk, data migration, and implementation roadmap analyses.
• Prepare a Government of Canada-aligned business case and supporting documents, present recommendations to senior management, and incorporate feedback.
• Support security documentation, Privacy Impact Assessment, and data governance deliverables if requested.

Required qualifications

• At least 10 years of Business Analyst experience within the last 15 years.
• At least two qualifying legacy case management replacement contracts in the last five years; each must be at least three months and cover an application with 2,000+ users.
• Each qualifying contract must involve at least six listed case-management or associated system capabilities.
• Undergraduate degree or 2–3 year diploma in IT, business analysis, business, or engineering, or recognized equivalent.
• Experience developing enterprise IT modernization business cases, options analyses, cost-benefit analyses, and implementation roadmaps.
• Experience presenting recommendations to senior management and assessing data migration and system integration requirements.
• Reliability or Secret security clearance; advanced English required.

Assets

• Business analysis certification such as CBAP, CCBA, or PMI-PBA is an asset.
• Government of Canada enterprise modernization experience, multi-year business case leadership, and 2,500+ billable Business Analyst days are assets.
• Experience with Microsoft Dynamics 365, SharePoint, GCDocs, SAP, or Exchange Online is an asset.
• Bilingual English and French is an asset.

Location and work arrangement

• Remote in the National Capital Region, Canada, with on-site work on request.
• The work location is described as hybrid remote in Kanata, Ontario.

Duration

• The contract runs until March 31, 2027, with an option to extend for one year.
