SENIOR BUDGET ANALYST

Job summary

Essential qualifications

• At least three years of applicable experience related to the job duties.
• High school graduation or equivalent education.
• Knowledge of relevant federal and state laws, regulations, policies, public administration, program budgeting, governmental accounting, and data analysis.
• Ability to analyze and resolve budget issues, forecast revenue and expenditures, manage detailed information, and oversee multiple tasks.
• Ability to prepare and present budget reports and recommendations and defend budgets to government stakeholders.

Job duties

• Prepare and control budgets for assigned agencies or major programs; monitor budgets through audits, compliance reviews, internal controls, and performance levels.
• Review budgets; analyze expenditures, fiscal transactions, revenue, and performance indicators; develop projections and biennial spending plans.
• Advise agencies on budget requests, objectives, strategic planning, and fiscal matters; recommend changes to requests.
• Conduct statistical analysis and prepare justifications and summaries for budget requests.
• Allocate and oversee budget resources, assess work program adjustments, and analyze funding for proposed expenditures and staffing.
• Maintain spreadsheets, databases, and tables and generate reports, charts, and graphs; develop and enhance automated budget systems.
• Present budgets and testimony, consult with legislative fiscal staff, and prepare periodic management analysis.
• Analyze legislative bill drafts and fiscal notes and estimate revenue impacts.
• Review local government budgets and audits, prepare tax-rate certification documentation, analyze debt reports, and assist with annual indebtedness reporting.
• Serve the Committee on Local Government Finance and review and approve medium-term obligations.
• Act as a team leader by assigning and reviewing work, training staff, and providing input to performance evaluations and discipline.
