Project and role overview

Bechtel will manage infrastructure works for the Expo 2030 Riyadh program, including early works, utilities, streets, and parks.

The six-square-kilometer masterplan is intended to transition into a mixed-use legacy development after the event.

The Risk Lead / Risk Engineer leads project-level risk and issue management and supports an integrated, decision-focused risk framework.

The role develops and runs project- and programme-level quantitative schedule risk analysis models in Safran Risk.

Work location and arrangement

  • The role is based in Riyadh and is designated full-time office/project work.

Major responsibilities

  • Lead and facilitate project risk, opportunity, and issue reviews with PMC, ERC, Project Controls, Planning, Commercial, Engineering, Procurement, Construction, and other stakeholders.
  • Maintain complete and accurate risk and issue registers in Active Risk Manager, with clear cause-event-effect statements, ownership, scoring, responses, dates, escalation status, and evidence.
  • Challenge risk and action owners on mitigation and recovery actions; monitor ageing items, identify barriers, and escalate material delays or ineffective responses.
  • Confirm proposed action closures have evidence and residual exposure has been reassessed.
  • Identify cross-project and programme-level risks and support consolidation and escalation.
  • Develop, validate, run, and maintain QSRA models in Safran Risk, including schedule checks, uncertainty ranges, risk mapping, sensitivity analysis, and confidence outputs.
  • Work with Planning and Project Controls to ensure schedules are suitable for probabilistic analysis.
  • Interpret QSRA results and prepare management conclusions and recommendations.
  • Support risk governance, escalation criteria, assurance checks, workshops, and continuous improvement.
  • Provide quality-assured risk, issue, action, escalation, and QSRA reporting inputs; coach the Risk Analyst and stakeholders on data quality, reporting, and ARM use.

Education and experience

  • Bachelor’s degree in Engineering or a related discipline.
  • Typically 10–15 years of relevant experience in engineering, construction, infrastructure, programme management, project controls, or project risk management.
  • Experience leading qualitative risk reviews, issue reviews, and cross-functional workshops on major projects or programmes.
  • Hands-on experience building and running project-level QSRA models in Safran Risk; programme-level modeling experience is strongly preferred.
  • Working knowledge of ISO 31000 and recognized project risk management practices; professional risk or project management certification is preferred.

Required knowledge and skills

  • Strong knowledge of qualitative and quantitative risk analysis, schedule risk modeling, risk aggregation, and management reporting.
  • Advanced proficiency in Safran Risk and practical experience with ARM or a comparable enterprise risk management system.
  • Good understanding of Primavera P6 schedule structure, logic, calendars, constraints, critical path, status data, and schedule-quality considerations for QSRA.
  • Able to challenge senior stakeholders constructively, facilitate decisions, and convert complex analysis into concise recommendations.
  • High attention to data quality, governance, audit trail, and closure evidence.
  • Clear written and verbal communication and ability to work across multicultural, multidisciplinary teams.
  • Able to manage competing priorities and deliver accurate outputs in a fast-paced project environment.

Key deliverables and interfaces

Deliver updated risk, opportunity, issue, and action records after review cycles; action ageing and effectiveness analysis; and escalation recommendations.

Produce project and programme QSRA models, assumptions logs, validation records, sensitivity outputs, and management summaries.

Provide consolidated project-to-programme risk inputs, emerging-risk themes, and quality-assured reporting data and commentary.

Work with the Risk Manager, project leadership, PMC and ERC teams, risk and action owners, and Project Controls, Planning, Cost, Commercial, Engineering, Procurement, Construction, HSE, Quality, and stakeholder management teams.

Support Risk Analyst reporting, dashboards, data quality, and client submissions.

Performance expectations

Keep risk and issue information current, evidence-based, and suitable for project and programme decisions.

Ensure actions are specific, owned, time-bound, monitored, and challenged for effectiveness before closure.

Deliver required reporting and analysis accurately and in accordance with the agreed reporting calendar.

Engage stakeholders proactively and professionally, focusing on resolving risk and issue exposure.
