Proposal Manager

Overview

Key Responsibilities

• Own the end-to-end proposal process from tender receipt to submission, including bid/no-bid support, schedule, responsibilities matrix, compliance matrix, and internal approvals.
• Review client instructions, contract requirements, scope of work, technical specifications, commercial conditions, and submission requirements to develop a compliant proposal strategy.
• Lead coordination between estimation, engineering, procurement, construction, planning, QA/QC, HSE, legal, finance, and operations teams.
• Prepare and manage technical and commercial proposal documents, executive summaries, methodology statements, organization charts, staffing plans, project schedules, compliance statements, and qualifications/exclusions.
• Manage tender clarifications, client communications, site visit inputs, addenda, and response tracking while maintaining confidentiality and document control.
• Ensure proposal content addresses client priorities such as safety, quality, schedule certainty, local requirements, Saudization/local content, risk controls, and operational readiness.
• Review final estimate, pricing strategy, risk register, contract deviations, and proposal assumptions before management approval.
• Ensure all bid activities follow EXACTTS ethics, Saudi regulations, client supplier requirements, anti-bribery controls, and approved delegation of authority.
