Maximus
is seeking an experienced
Proposal & Capture Manager
to join its Gulf-region team.
This is a strategic leadership role responsible for managing opportunities from early identification and capture planning through bid submission and transition to operations.
The successful candidate will lead the development of compliant, compelling, and winning proposals for government and private sector clients, working closely with global proposal teams and cross-functional stakeholders.
This role requires strong leadership, exceptional proposal writing capability (Arabic & English), and the ability to thrive in a fast-paced, deadline-driven, highly collaborative environment.
Key Responsibilities
- Lead the full opportunity lifecycle from capture planning to proposal submission and operational handover.
- Develop capture strategies, win themes, and competitive positioning.
- Identify client pain points and analyze competitors to strengthen value propositions.
- Manage development of compliant and compelling proposals in Arabic and English.
- Lead responses to RFPs, RFIs, and other government procurement requests.
- Coordinate with operations, IT, pricing, and subject matter experts to deliver solutions aligned with the “price to win.”
- Direct proposal writers, designers, editors, and SMEs to ensure high-quality deliverables.
- Oversee internal governance processes, including executive briefings for CEO/CFO approvals.
- Conduct lessons-learned reviews to improve future capture and proposal processes.
- Manage and develop the local proposal team.
Requirements
- Minimum
- 5 years’ experience
- leading proposal and capture processes for government and private sector clients.
- Strong knowledge of Saudi Arabia RFP processes, contract structures, and government procurement frameworks.
- Bachelor’s degree in Business, Communications, Finance, Political Science, International Relations, Journalism, or related field (or equivalent industry experience).
- Proven high-quality proposal writing experience in both Arabic and English.
- Strong stakeholder management skills, including senior executives and clients in complex environments.
Preferred Qualifications
- Experience supporting other global markets (Australia, Canada, United States, Singapore, South Korea).
- Professional memberships such as APMP.
- Additional language fluency.
