Role Overview
We are seeking an experienced
Project HSE Manager
to join the
PMC team
, responsible for overseeing and governing all Health, Safety, and Environmental (HSE) aspects across a large-scale masterplan development.
This is a client-facing role focused on
monitoring contractor performance, ensuring compliance, and driving HSE excellence
across multiple packages rather than direct execution.
The successful candidate will play a key role in establishing project-wide HSE standards and ensuring alignment across all stakeholders.
HSE Governance & Oversight
- Establish and implement
- project-wide HSE strategies, standards, and procedures
- Monitor and audit contractor HSE plans to ensure compliance with project requirements
- Provide guidance and direction to contractors and consultants on best practices
Compliance & Assurance
- Ensure compliance with
- local regulations, client requirements, and international standards (ISO 45001, ISO 14001)
- Conduct regular audits, inspections, and compliance reviews across all packages
- Review and approve contractor HSE documentation and method statements
Risk Management
- Oversee risk assessments and ensure appropriate mitigation measures are in place
- Monitor high-risk activities and ensure safe systems of work are implemented
- Lead incident reviews and ensure proper root cause analysis and corrective actions
Stakeholder Management
- Act as the
- PMC focal point for HSE
- with the client, contractors, and authorities
- Lead HSE meetings and provide reports to senior management and client representatives
- Coordinate across infrastructure, buildings, and landscape packages
Performance Monitoring
- Establish HSE KPIs and monitor contractor performance
- Identify trends, risks, and areas for improvement
- Drive continuous improvement initiatives across the project
Requirements
- Bachelor’s degree in Engineering, Environmental Science, or related field
- Minimum
- 10+ years of HSE experience
- , including
- PMC/consultancy roles on masterplan or mega projects
- Proven experience overseeing
- multiple contractors and large-scale developments
- NEBOSH (IGC/International Diploma) or equivalent certification
- Strong knowledge of UAE/Middle East HSE regulations preferred
