Project Engineer

Responsible for the successful engineering execution of projects, from conceptual design through

detailed engineering and execution support.

Acting as the technical leader of multidisciplinary

engineering teams, the Lead Project Engineer ensures that engineering deliverables meet project

objectives, comply with codes and standards, and are delivered on time and within budget.

This role

involves direct coordination with project managers, Clients, Vendors, and Site Teams.

 Lead and manage the engineering scope of multidisciplinary projects including mechanical,

electrical, civil, and structural disciplines.

 Provide technical direction, guidance, and mentorship to project engineers, design teams,

estimation teams and site personnel.

 Analyze RFQs and Scopes of Work (SOW) specific to Structural Grouting Project (Oil and Gas

and Wind Farm Projects).

 Prepare Technical Proposals and review documents prepared by Draftsmen and other

engineers ensuring compliance with Project requirements / SOW.

 Develop comprehensive project execution plans including schedules, logistics, manpower

, and resource allocation.

 Coordinate with Project Controllers, Clients, QC Officers and subcontractors to define

project requirements and expectations.

 Prepare and manage technical deviations, compliance checklists, and responses to Client

queries.

 Perform cost estimations and prepare Bill of Quantities (BOQ).

 Perform, review and approve key engineering deliverables including design drawings,

technical specifications, calculations, and datasheets.

 Ensure designs comply with project specifications, applicable codes, industry standards, and

client requirements.

 Act as the primary technical point of contact between the engineering team and project

stakeholders.

 Develop and manage engineering schedules, deliverable lists, and man-hour estimates.

 Coordinate with procurement, construction, and commissioning teams to ensure

engineering deliverables support project execution.

 Lead engineering reviews (P&IDs, HAZOPs, design reviews) and ensure timely closure of

action items.

 Perform technical risk assessments and resolve engineering issues effectively.

 Ensure design integrity, accuracy, and completeness across all engineering disciplines.

 Review vendor documents and drawings to ensure technical compliance.

 Implement and uphold engineering quality assurance and quality control processes.

 Prepare and monitor execution budgets, cost estimates, and resource planning to ensure

financial objectives are met.

 Manage procurement activities - material and equipment ordering.

 Track and control construction costs to avoid budget overruns; manage change orders and

variations.

 Oversee stock and inventory management for all raw materials used on sites.

 Ensure accurate documentation including construction progress logs, daily reports,

(internal) RFI responses, submittals, and as-built drawings & reports.

 Prepare regular progress reports for upper management.

 Maintain compliance records, inspection reports, and safety logs.

 Maintain change orders, and punch lists.

 Collaborate with Clients & Project Teams to understand project goals, resolve technical

issues, and incorporate feedback.

 Represent the engineering team in project meetings, progress reviews, and technical

discussions.

 Support business development and proposal preparation with technical input, estimates,

and schedules when required.

 Ensure compliance with legal, safety, and environmental standards across all Project sites.

 Lead safety meetings and conduct toolbox talks regularly.

 Investigate and report on-site incidents, accidents, and near-misses.

 UAE, Hamriyah Free zone Sharjah

 Based in an office or project site environment, with periodic visits to client offices, vendor

facilities, or construction sites.

 May involve travel (domestic and international) depending on project requirements.

 Must be able to work extended hours or weekends when necessary to meet deadlines.

Must be able to work extended hours, weekends, and holidays as needed to meet project

timeline

 Bachelor’s Degree in Mechanical, Civil, Structural, Marine, Offshore, or Electrical Engineering

(Master’s preferred for senior roles).

 Offshore Safety & Survival certifications (BOSIET, HUET, H2S, GWO for windfarms) mandatory.

 PMP, PRINCE2, or equivalent project management certification is a strong advantage.

 Additional certifications in offshore installation, lifting, or renewable energy technologies are

desirable

 8–12 years of engineering and project management experience in offshore projects, with a

minimum of:

 5 years in Offshore Oil & Gas facilities/platforms/pipelines or EPC projects.

 2–3 years in Offshore Windfarm installation, foundation/substation fabrication, or subsea cabling

(for combined roles).

 Proven experience leading multi-disciplinary engineering teams in offshore environments.

 Strong background in overseeing FEED (Front-End Engineering Design), detailed design, fabrication,

installation, commissioning, and handover phases.

 Experience managing offshore construction vessels, marine spread, and interfacing with marine

operations teams

 Strong project leadership and stakeholder management skills.

 Decision-making capability in dynamic, high-pressure, and risk-prone environments.

 Excellent organizational, communication, and negotiation abilities.

 Commercial acumen with awareness of project budgeting, cost control, and contractual frameworks.

 High safety awareness and commitment to environmental sustainability

For Offshore Oil & Gas and Windfarm Projects:

 Proficiency in engineering standards and offshore design codes

 Strong understanding of offshore fabrication, load-out, transportation, installation (T&I),

commissioning, and operations.

 Capability to manage multi-disciplinary design reviews and risk assessments.

 Familiarity with project scheduling and control tools

 Ability to review and interpret engineering drawings, P&IDs, 3D models, and installation method

statements.

 Knowledge of topside facilities, subsea infrastructure, pipelines, process systems, and FPSO tie-ins.

 Familiarity with offshore drilling and production support activities.

 Understanding of wind turbine generator (WTG) installation processes, offshore substation

engineering, monopile/jacket foundation fabrication, and subsea cable installation.

 Awareness of grid connection requirements and marine warranty surveyor (MWS) coordination
