Role Description
We are looking for Project Director and CEM (Combined role) to be based in North Africa/Middle East to run the Overhead Line Electrification installation and Signalling & Telecom installation project for a green field new ETCS Level 2 railway project.
Responsibilities:
Responsible for managing the installation activities of OLE, Signalling and Telecom systems through direct actions or through delegated actions to achieve compliance, ensuring that the installation comply with the designs and scope of works, the customer’s requirements, EN standards and organisation procedures; the operational, technical, and safety principles have been met; the installation plans are prepared; resources are effectively utilised; the installations are monitored and verified; opportunities for improvement are identified and implemented; effective solutions are identified and implemented for problems that arise.
Delivering/Supporting Railway Electrification and S&T installation activities as follows:
· Project Plan development, resource (human, machinery and materials) allocation, progress trekking and reporting.
· Managing multiple installation teams.
· Final review, approval and authorisation of installed assets, liaising with the end client, testing team and installation team. You will participate in the client inspection and review of the installation.
· Overall Project management and responsible for the project delivery,
· A CEM specialising in mainline Railway (preferably in High Speed) OLE and S&T is required to assure and oversee the installation of Railway Engineering work. The role is to ensure that the installation conforms to the project(s) specification, designs, standards and legislation.
· You must be able to demonstrate detailed knowledge and experience of Railway OLE and S&T and interfacing systems.
· You will ensure that railway OLE and S&T installation work is delivered in a safe and cost-effective manner.
· You will need to be familiar with modern main line railway systems, railway power systems and mechanical and electrical assets, designs and installations.
· You will have familiarity with the assurance processes. You will have the ability to write and review technical work scopes and specifications.
· Control the scope creep, manage, negotiate and agree any variations.
· Issue management
· Keeping a track on the project cost and variations from the baseline project budget.
Skills, Qualifications and Experience required:
· Minimum 15 years of experience as a Project Manager, Project Director and Construction Engineering Manager (CEM).
· Proven experience of OLE, S&T technology (preferably ERTMS Level 2) and processes within the mainline (preferably in High Speed) railway infrastructure.
· Experience and knowledge of international Rail assurance process.
· Commercial and financial awareness.
· Risk identification and mitigation
· Detailed knowledge of interfacing railway disciplines.
Essential Requirements:
· Qualified in Electrical Engineering and C.Eng.
· Excellent client relationship management skills with experience in stakeholder engagement
· Extensive experience working in OLE and signalling.
· Experience working on a variety of challenging projects.
· Conversant with standards EN 50119, EN 50121-50129 and CDM Regulations.
· Ability to produce clear and concise documentation, including, project plans, reports and remits.
· Excellent verbal and written communications skills.
· Knowledge of quality procedures/standards.
· Good working knowledge of Microsoft Applications.
Desirable Requirements
· Previous work as a PE or DPE or CEM.
