Leadership and governance

• Builds, leads, and mentors internal and external multidisciplinary teams; defines roles, responsibilities, performance objectives, and development plans.
• Manages senior relationships with consultants, contractors, and partners; establishes project governance, committees, and decision-making frameworks.
• Translates strategic objectives into implementation plans, milestones, and KPIs; provides guidance on master planning, urban design, and functional mix.
• Develops the integrated project management plan and coordinates feasibility studies, market assessments, and financial analyses.
• Oversees schedules, cash-flow forecasts, resource plans, KPIs, budgets, and financial models.
• Manages stakeholder engagement, communications, regulatory approvals, permits, expectations, and conflicts.
• Reviews and approves design deliverables, value-engineering proposals, technical solutions, and contracts.
• Oversees construction from site preparation through completion and ensures compliance with approved design, schedule, budget, quality, safety, and environmental standards.
• Integrates sustainability, ESG, and resilience; maintains risk mitigation, compliance, and quality assurance and control frameworks.

Required qualifications and experience

• Bachelor’s degree in Civil Engineering, Architecture, Urban Planning, Construction Management, or a related field.
• Progressive experience in large-scale development or infrastructure projects; the source does not specify a number of years.
• Experience as a Project Director or equivalent on complex, high-value projects; experience leading multi-phase, multi-package programs from planning through handover.
• Experience with government and semi-government entities and complex permitting and approvals.
• Strong command of project and program management methodologies, master planning, construction and engineering contracts, cost management, and risk, change, and claims management.
• Strong leadership, people management, stakeholder management, negotiation, and communication capabilities.
• Cultural sensitivity, analytical and solution-oriented judgment, and ability to manage complexity and pressure.
• Fluency in English is required; additional languages are preferred depending on project location.
