Role overview

Lead Pearl Initiative’s Governance in MSMEs Programme across the GCC, strengthening MSME success and resilience, particularly in supply chains.

The programme advances corporate governance, ethical and accountable decision-making, transparency, disclosure, and innovation.

The role combines strategic programme delivery, business development, fundraising, research, stakeholder engagement, and team leadership.

Programme and business development

  • Design, execute, and continuously improve programme strategies, offerings, and content in alignment with organisational goals and MSME needs.
  • Identify market opportunities, funders, partnerships, revenue streams, and synergies with other organisational initiatives; manage the annual market engagement calendar.
  • Build communities through workshops, convenings, online forums, and networking; represent the organisation at relevant events.
  • Develop proposals and negotiate and finalise funding agreements and partnership contracts.
  • Create a programme communications strategy, including priority social channels and email campaigns.

Projects, thought leadership, and team

  • Deliver research, executive education, capacity-building, and convening projects to contractual, schedule, and quality requirements; manage plans, costs, resources, teams, and risks.
  • Research market needs and trends, develop market-driven solutions, and convene the programme’s regional working group.
  • Produce original bilingual content, including articles, reports, and position papers; build online presence and relationships with media and industry influencers.
  • Mentor programme team members, provide performance feedback, support development, and foster an inclusive and collaborative environment.

Impact measurement and reporting

  • Define quarterly and annual impact metrics and engagement KPIs; develop surveys and coordinate data collection and analysis.
  • Establish an impact baseline, use findings to recommend programme improvements, and report results at key milestones.
  • Curate, co-author, and publish programme-specific content for the annual report.

Qualifications and experience

  • A relevant master’s degree, such as Business Administration or a related discipline, is required.
  • At least 7 years of relevant programme management, coordination, and delivery experience is required.
  • Fluency in English and Arabic is required.
  • Demonstrated business development, revenue generation, and/or fundraising experience, plus the ability to independently deliver programmes and manage senior stakeholder relationships, is required.
  • MSME, entrepreneurial venture, or start-up experience; expertise in research, impact analysis, programme development, or curriculum design; and a published writing portfolio are highly desirable.
  • Additional certifications in project management, corporate governance, impact measurement, or SME operations are highly desirable.

Personal attributes

The posting describes the desired leader as strategic, detail-oriented, relationship-driven, self-directed, collaborative, adaptable, meticulous, and committed to impact and integrity.
