Job Description:

Role Summary

The Senior Project Delivery Manager will be accountable for end‑to‑end delivery of large-scale enterprise transformation programs across government and public sector entities . This role is responsible for program governance, delivery excellence, stakeholder management, and benefits realization for complex, multi‑vendor, multi‑year initiatives such as ERP modernization, digital government platforms, and mission‑critical core systems. The role requires strong Arabic and English communication skills .

Key Responsibilities

1. Program & Delivery Leadership

• Own full lifecycle delivery of enterprise transformation programs (initiation → closure), ensuring scope, cost, schedule, and quality objectives are met.
• Establish and enforce delivery governance, stage gates, and executive steering mechanisms aligned to government standards.
• Drive program-level planning, dependency management, and integrated master schedules across multiple projects and workstreams.

2. Public & Government Stakeholder Management

• Act as the primary delivery interface with senior government stakeholders, including Directors, Undersecretaries, and Program Sponsors.
• Communicate confidently in Arabic and English in executive forums, steering committees, and formal government reviews.
• Navigate complex decision hierarchies, regulatory constraints, and public accountability requirements.

3. Enterprise Transformation Execution

• Lead large programs covering:
• ERP (e.g., Oracle Fusion / SAP S/4HANA)
• Digital Government Platforms
• Shared Services & Operating Model Transformation
• Ensure alignment between business transformation, process re‑engineering, and technology implementation.
• Control scope change rigorously in line with government contracting and approval norms.

4. Governance, Risk & Compliance

• Establish risk, issue, and dependency management frameworks suitable for high‑scrutiny government environments.
• Ensure compliance with government PMO standards, audit requirements, cybersecurity, data residency, and regulatory policies.
• Provide transparent reporting on delivery health, benefits realization, and value realization.

5. Financial & Commercial Management

• Manage large program budgets and complex contracts (fixed‑price, T&M, outcome‑based).
• Oversee team performance, contractual milestones, and service-level adherence.
• Support commercial negotiations, contract variations, and claims management.

6. Leadership & Team Oversight

• Lead and mentor large, multi‑disciplinary delivery teams (business, functional, technology, change, vendors).
• Foster a strong culture of delivery discipline, accountability, and collaboration.
• Ensure succession planning and capability uplift within the delivery organization .

Required Qualifications & Experience

Education

• Bachelor’s degree in Engineering, Computer Science, Information Systems, or related field
• Master’s degree or MBA is an advantage

Mandatory

• 15+ years of experience in large-scale project / program delivery, with significant public or government sector exposure.
• Proven track record delivering enterprise transformation programs valued at multi‑million USD scale.
• Fluent Arabic and English (spoken and written) – mandatory for government stakeholder engagement.
• Strong experience working with senior government officials and executive committees.

Preferred

• Experience with ERP implementations (Oracle Fusion, SAP S/4HANA, or equivalent).
• Experience in GCC / Middle East public sector environments.
• Program management certifications (PMP, PgMP, MSP or equivalent).
