Procurement Manager

Job purpose

Key responsibilities

• Develop and maintain procurement policies, procedures, standards, templates, governance, and reporting requirements.
• Establish sourcing strategies and performance monitoring while ensuring contractual, regulatory, and corporate compliance.
• Promote procurement best practices, transparency, and governance across development packages.
• Review procurement plans, schedules, tender strategies, bid evaluations, supplier selection, and recommendations.
• Monitor procurement readiness, tendering, and contract awards against program milestones.
• Verify fairness, consistency, and compliance throughout procurement.
• Monitor procurement of long-lead materials, equipment, specialist systems, utilities, and critical infrastructure.
• Identify cost, schedule, quality, and delivery risks; develop mitigation and recovery strategies.
• Coordinate with planning, technical, commercial, project controls, and quantity surveying teams.
• Prepare reports, executive dashboards, performance assessments, and strategic recommendations.
• Lead review meetings, supplier coordination, and stakeholder workshops; maintain records and compliance tracking.
• Improve procurement through digital systems, reporting tools, and knowledge sharing.

Qualifications and experience

• Bachelor's degree in procurement, supply chain management, engineering, construction management, quantity surveying, business administration, or a related discipline.
• Chartered professional membership or equivalent accreditation.
• At least 15 years of relevant professional experience in procurement, sourcing, supply chain, infrastructure, urban development, or major capital projects.
• Experience in PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations.
• Large-scale land development and infrastructure project experience in Saudi Arabia or the GCC is preferred.
• Saudi nationality is preferred.
