About the Role
Strategic Aerospace Services WLL seeks a Procurement Engineer to manage procurement activities at the Dukhan site in Qatar. The role involves developing procurement plans, managing supplier performance, and ensuring timely execution of onsite requirements.

Responsibilities
- Develop and implement a tailored Dukhan Procurement Plan while ensuring adherence to BAE Systems Procurement Functional governance
- Engage BAE System Procurement function to keep stakeholders informed on technical activities
- Serve as Procurement Focal Point for all on base FSRs, managing their contractual performance
- Provide monthly management reports on FSR performance to relevant Procurement Functional individuals
- Provide VFM analysis on FSR performance and suggest routes to additional efficiency/cost savings
- Proactively communicate with stakeholders for identification and ongoing management of Dukhan requirements
- Develop knowledge of local markets and suppliers to better meet requirements
- Carry out tenders to ensure suitable suppliers are utilized and cost saving strategies implemented
- Collaborate with requirement owners to ensure appropriate supplier engagement and end user requirements understood
- Inform stakeholders on lead times to manage end user expectations
- Engage Dukhan department managers to ensure mutual understanding of onshore order book, commitment and spend profiles
- Establish robust, trusted relationships with suppliers for current and future requirements across the Qatar program
Requirements
- Qualified or working towards MCIPs Level 5
- Minimum 2 years experience in a Procurement Engineer role or similar
- Experience working in the Middle East
- Knowledge of applicable laws and regulations in both UK and Qatar
- Excellent communication skills
- Strong organizational and motivational skills
- Ability to engage suppliers from varying cultures with tact and diplomacy
- Proven capability in resolving complex issues
- Ability to react quickly and positively to change
- Competent in IT, spreadsheets, word processing and database management
- Must be able to coordinate multiple priorities in a dynamic environment with high autonomy
- Fluent in English (minimum IELTS 7.0/CEFR C1 for non native speakers)

Role Overview
- Reporting into the Dukhan Programme Manager, this role is responsible for all Dukhan procurement activities and deliverables.
- Working primarily from the Dukhan site, the Procurement Engineer must ensure Dukhan requirements are met and stakeholders are informed.
- The role will drive timely execution of onsite procurement requirements while supporting the Qatar Branch Office Procurement.
Core Activities
- Development and implementation of a tailored Dukhan Procurement Plan, ensuring adherence to BAE Systems Procurement Functional governance.
- In coordination with the Qatar Branch Office Procurement Officer, engaging BAE System Procurement function to keep stakeholders informed.
- Be the Procurement Focal Point for all on base FSRs, managing and measuring day to day contractual performance.
- Provide monthly management reports on FSR performance to relevant Procurement Functional individuals.
- Provide VFM analysis on FSR performance against contractual framework, suggesting routes to additional efficiency/cost savings.
- Remain proactive in communications with stakeholders for identification and ongoing management of Dukhan requirements.
- Develop knowledge of local markets and suppliers to better inform ability to meet requirements.
- Carry out tenders to ensure most suitable suppliers are utilized while implementing cost saving strategies.

Essential Requirements
- Qualified, or working towards MCIPs Level 5.
- A minimum of two years’ experience in a Procurement Engineer role or similar.
- Experience working in the Middle East.
