Role overview

Procurement strategy and categories

• Develop strategies for facilities management, asset operations, and recurring operational services.
• Lead categories including facilities management, engineering and building maintenance, asset maintenance, security, cleaning, waste, landscaping, utilities, and operational support.
• Set sourcing approaches, commercial structures, contract packages, and plans aligned with operational needs and market conditions.
• Identify improvements in value, resilience, service quality, innovation, and operational efficiency.

Sourcing and contract management

• Lead complex procurement from strategy through award and implementation; prepare plans, tenders, evaluation methods, and award recommendations.
• Manage competitive tenders, negotiations, clarifications, commercial evaluations, and supplier due diligence.
• Ensure procurement follows governance, policies, delegations, and regulatory requirements; lead contract mobilisation and transition.
• Maintain contract frameworks and clear scopes, pricing, performance standards, KPIs, SLAs, incentives, remedies, and governance.
• Manage variations, extensions, renewals, claims, disputes, commercial changes, and supplier performance throughout the contract lifecycle.

Supplier and stakeholder management

• Build strategic supplier relationships and lead performance reviews, governance meetings, and continuous improvement.
• Work with operational stakeholders and senior teams across finance, legal, risk, technical, and project functions to resolve issues and support service delivery.
• Advise on procurement, supplier performance, contract risks, and market opportunities.

Governance and leadership

• Strengthen procurement controls, policies, processes, reporting, risk oversight, transparency, competition, and audit readiness.
• Develop procurement performance reporting, category dashboards, savings tracking, and supplier metrics.
• Lead, manage, and develop procurement professionals; allocate resources, set objectives, coach the team, and represent procurement in senior forums.

Required experience and education

• Significant procurement experience in city operations, facilities management, asset operations, or similarly complex environments.
• Strong experience sourcing and managing contracts for FM, maintenance, security, cleaning, waste, and operational services.
• Experience in supplier relationship and performance management, category management, governance, commercial management, and recurring-services procurement strategies.
• Leadership experience managing procurement teams and engaging senior stakeholders; ability to work with operational teams and support uninterrupted services.
• Degree in procurement, supply chain, business, finance, law, engineering, or a related discipline.
• The skills section specifies 20 years of experience.

Preferred qualifications and environments

• A professional procurement qualification such as CIPS or equivalent is preferred.
• Experience in large-scale developments, smart cities, giga-projects, major infrastructure programmes, or mixed-use developments is beneficial.
