Role Summary
The Portfolio Manager – Strategic Programs is responsible for overseeing large, complex, and high-impact strategic program/s.
This role ensures the timely and high-quality execution of strategic initiatives while maintaining strict regulatory compliance and governance standards.
The position requires close engagement with senior government stakeholders to understand Qatar’s current and future IT vision and to ensure that malomatia’s capabilities, solutions, and strategies are aligned to Qatar's priorities.
The role works closely with the SBU Chief and senior leadership to translate strategy into execution and long-term value creation.
Job Specifications And Qualifications
- Bachelor’s degree in Business Administration, preferably an MBA with specialization in Project Management, from a recognized university
- Professional certification such as PMP is preferred
- Proven experience leading large-scale digital transformation programs
- Demonstrated success in practice building and team scaling
- Strong understanding of emerging technologies, automation, and modern system management tools
- Solid knowledge of system and software quality assurance standards, best practices, and methodologies
- Qatari nationals are strongly encouraged to apply.

Strategic Responsibilities
1.
Work closely with the SBU Chief and Other executive leadership team members
to formulate and implement strategic programs which, reinforcing malomatia’s position as the preferred IT services partner to the State of Qatar.
2.
Ensure that required strategic and leadership capabilities are nurtured within senior and top management, aligned with the company’s long-term vision.
3.
Oversee delivery of strategic projects for ministries and government authorities, ensuring excellence in sophistication, quality assurance, and execution.
4.
Maintain strong relationships with senior government stakeholders, responding swiftly to feedback and implementing corrective actions where required.
5.
Proactively engage with government entities to identify new service opportunities and prepare delivery plans for rapid engagement.
6.
Lead market and technology research to propose adoption of innovative technologies that support Qatar’s digital agenda.
7.
Collaborate with the Leader – Resource Management to build and maintain a dedicated talent pool for State-related strategic programs.
8.
Lead execution of initiatives that directly enhance shareholder value and report progress to the SBU Chief and/or CEO as applicable.
9.
Coordinate with internal committees and Marketing to strengthen malomatia’s brand as a trusted digital partner to the State of Qatar.
10.
In collaboration with the CHRO, support talent development initiatives to build and grow Qatari capabilities across all organizational levels.
Operational Responsibilities
1.
Monitor execution plans for strategic programs to ensure alignment with current and future projects in malomatia’s pipeline.
2.
Partner with technical leaders to forecast future resource and capability requirements aligned with Qatar’s long-term IT strategy.
3.
Conduct regular engagements with State stakeholders to understand evolving IT priorities and position malomatia’s capabilities accordingly.
4.
Represent malomatia at regional and international seminars, conferences, and industry forums to build strategic alliances and technology partnerships.
5.
Studies industry trends to identify the latest developments in IT, supports findings with quantitative data, and presents insights to the SBU Chief and/or CEO to support the strategy formulation process.
