PMO - Project Director
About This Role
Job Summary The Project Director will lead large‑scale data center development programs, overseeing EPC/EPCM delivery, PMO governance, and multi‑vendor execution across complex, mission‑critical environments. This role requires deep technical expertise in MEP and data center infrastructure, strong command of regulatory frameworks in KSA, and proven leadership in managing global contractors, OEMs, and stakeholders. The ideal candidate brings a strategic mindset, operational excellence, and the ability to drive projects from concept through commissioning and handover.
Key Responsibilities
- Lead end‑to‑end EPC/EPCM project delivery, ensuring alignment with PMO governance, program controls, and organizational objectives
- Oversee multi‑vendor coordination including designers, contractors, OEMs, and commissioning agents
- Manage project risk, cost, schedule, and contract performance across all phases
- Provide technical leadership on MEP systems, electrical redundancy (N+1, 2N), cooling architectures, and critical facility design
- Ensure compliance with KSA regulatory frameworks including NCA ECC, SAMA, CITC, and MOMRAH
- Implement and enforce ISO 27001, ISO 22301, and cybersecurity requirements across project lifecycle
- Lead contract negotiation, claims management, SLA/KPI enforcement, and vendor performance reviews
- Drive operational readiness including SOP/MOP/EOP development, O&M preparation, and commissioning strategy
- Oversee testing & commissioning (T&C), integrated systems testing, and final handover to operations
- Engage effectively with government authorities, investors, and C‑level executives in multicultural environments
- Provide executive‑level reporting, dashboards, and communication to internal and external stakeholders
Requirements
- 18+ years of experience in project management, EPC/EPCM delivery, or large‑scale infrastructure programs
- Proven track record managing mission‑critical facilities, preferably hyperscale or enterprise data centers
- Strong technical understanding of MEP systems, electrical redundancy (N+1, 2N), cooling systems, and critical facility design principles
- Familiarity with Uptime Institute standards (TCDD, TCCF, TCOS)
- Demonstrated experience working within KSA regulatory frameworks (NCA ECC, SAMA, CITC, MOMRAH)
- Strong knowledge of ISO 27001, ISO 22301, and cybersecurity compliance
- Expertise in vendor management, contract negotiation, claims resolution, and performance governance
- Experience leading commissioning, integrated testing, and operational readiness programs
- Excellent communication and leadership skills with the ability to influence senior stakeholders
- Ability to work in fast‑paced, multicultural environments
- Preferred Certifications: PMP, PgMP, LEED AP, ITIL
