Overseas Supply Chain & PMC Manager

About This Role

Key Responsibilities

1. PMC Planning & Control

• Lead production planning (PC) and material control (MC) for overseas factory based on local orders and inbound delivery schedules from domestic suppliers
• Develop realistic production schedules and shipment plans to ensure on-time delivery

2. Warehousing System Setup

• Plan and implement warehouse layout for raw materials, WIP, and finished goods
• Establish inventory accounting, cycle counting, and periodic physical inventory processes
• Ensure data accuracy and safe storage of all materials

3. Local Procurement Management

• Source and manage local suppliers for non-core materials, packaging, office supplies, and MRO items
• Control local purchasing costs and ensure uninterrupted supply of auxiliary production materials

4. Cross-Border Supply Chain Coordination (Domestic ↔ Overseas)

• Interface with headquarters’ supply chain team
• Track international logistics progress, coordinate customs clearance and inland transportation
• Resolve material shortages or exceptions during cross-border transit

5. Inventory & Obsolescence Management

• Set up scientific safety stock models
• Monitor inventory turnover and regularly dispose of slow-moving / obsolete stock
• Reduce capital tie-up and material write-offs

6. ERP System Implementation

• Standardize materials module processes in the overseas factory
• Lead ERP data entry, maintenance, and continuous improvement
• Ensure full alignment among physical material flow, information flow, and document flow

7. Team Building & Compliance

• Recruit and train local warehousing and materials teams
• Ensure materials management processes comply with local legal, regulatory, and internal audit requirements

Qualifications

Background

• Bachelor’s degree or above in Logistics, Supply Chain Management, Engineering, or related fields
• 5+ years of supply chain / materials management experience in electronics manufacturing
• E-cigarette / vape industry experience is strongly preferred

Core Competencies

• Deep knowledge of PMC operations and material control models
• Strong production planning and data analysis skills
• Familiar with MRP/ERP logic

Soft Skills & Leadership

• Excellent cross-functional coordination ability
• Proven experience handling complexity in cross-border / multinational supply chains
• Overseas factory setup or expatriate assignment experience is a plus

Hands-on Expertise

• Warehouse standardization (6S, FIFO, inventory accuracy)
• Working knowledge of international trade terms (Incoterms), customs clearance, and global logistics

Language

• Fluent English (spoken & written)
