About This Role
Job Purpose
The Outsourced Manpower Supervisor is accountable for governing and optimizing outsourced manpower operations across all Salasa facilities (fulfillment centers, dark stores, and other operational sites).
The role ensures manpower discipline, compliance, and vendor accountability while reinforcing consistent operational standards, safety practices, and culture across the network.
Acting as the central field governance function, this role bridges Operations, Security, HSSE, Vendors, and People & Culture to drive visibility, enforce standards, and proactively mitigate manpower and operational risks.
Key Responsibilities
1.
Manpower Governance & Compliance
- Enforce manpower discipline, attendance adherence, and behavioral standards
- across all outsourced manpower.
- Ensure strict compliance with company policies, operational SOPs, and HSSE
requirements

- Identify and escalate non-compliance risks, driving timely corrective actions with
- relevant stakeholders.

Vendor Performance Management & Manpower Oversight
- Own day-to-day coordination with outsourcing vendors on manpower
- performance, attendance gaps, replacements, and escalations.
- Hold vendors accountable against agreed SLAs, manpower quality standards, and
- service levels.
- Monitor manpower productivity and reliability to ensure operational continuity
- across all sites.

Field Operations Monitoring & Risk Identification
- Conduct regular site visits, audits, and inspections across warehouses and dark
- stores to assess manpower performance and operational discipline.
- Identify operational inefficiencies, governance gaps, and manpower-related risks.
- Drive corrective actions in collaboration with Operations and relevant functions.

Reporting & Operational Insights
- Develop structured reports highlighting manpower trends, compliance gaps,
- incidents, and improvement areas.
- Provide actionable insights and recommendations to improve manpower
- performance, vendor effectiveness, and operational discipline.
- Maintain visibility on key manpower metrics (attendance, turnover, compliance,
- incidents).

Onboarding, Culture & Engagement Enablement
- Support onboarding of outsourced manpower to ensure alignment with Salasa
- standards, expectations, and culture.
- Reinforce manpower awareness on policies, safety practices, and operational
- discipline.
- Partner with People & Culture, Operations, Security, and HSSE to drive
- engagement initiatives and strengthen field culture consistency.
Success Measures
- Reduction in outsourced manpower cost
- Improvement in time-to-value and onboarding time
- Legal compliance of all outsourced manpower
- Manpower attendance & discipline adherence
- Vendor SLA compliance and responsiveness
- Reduction in manpower-related incidents and violations
- Audit findings closure rate and turnaround time
- Manpower turnover and replacement efficiency
- Compliance with HSSE and operational standards
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Operations
- Management, or related field preferred.
- Diploma holders with strong operational experience may also be considered.
Experience
- 3–5 years of experience in operations, warehouse administration, HR
- operations, manpower supervision, or field coordination.
- Experience dealing with outsourced manpower or vendor coordination is a
- must.
- Experience within logistics, warehousing, fulfillment, or operational environments is highly preferred.
